University Brief History
1918
The University of Eastern Philippines started as the Catarman Farm School (CFS) in September 1918, when Atty Clodualdo Lucero, then governor of Samar, sought the approval of the Provincial Board for the establishment of the school. Its first principal was Washington A. Wiren of Maine State College, USA. Dr. Felipe O. Cevallos from Bicol was the farm school’s first Filipino principal.
1951
From being the CFS, it was named the Catarman Agricultural School (CAS) when its status was raised to Insular Provincial through the efforts of Rep. Pedro K. Mendiola of Catarman, then it became the Catarman Agricultural High School (CAHS). In 1951, Rep. Agripino Escareal of Bobon and Laoang had the name changed to Catarman National Agricultural High School (CNAHS).
1956
On June 24, 1956, five years after CNAHS, then Congressman Eladio T. Balite of Bobon authored the bill that President Magsaysay signed into law—Republic Act 1434, converting CNAHS to the Samar Institute of Technology (SIT), the first state college in the Visayas and the fourth technical state college established in the country. Lt. Col. Emeterio A. Asinas of Catubig, the first Filipino Superintendent of Central Luzon Agricultural High School (CLAHS), and first president of the Mindanao Institute of Technology, Kabacan, Cotabato was the first and only president of the Institute.
1964 -1976
On June 20, 1964, Republic Act No. 4126 authored by Northern Samar’s staunch advocate of progress, Congressman Eladio T. Balite, with the support of Representatives Felipe Abrigo and Fernando Veloso of Catbalogan—elevated SIT into a University—the University of Eastern Philippines. Prof. Toribio G. Sorio of Bobon became the Officer-In-Charge after President Asinas’ retirement in March 1963 up to January 1966 when UEP’s first president, Dr. Narciso N. Pepito of Cebu, assumed office. In 1976 when Dr. Pepito retired, Atty Sergio B. Gelera Sr. who was the Head Executive Assistant was designated Officer-In-Charge.
1978
In 1978, Dr. Aurora Balite Merida of Bobon was appointed president. When her term ended, the CBA Dean, Dr. Gerardo C. Delorino, was designated as OIC until the appointment of the regular president, Dr. Andres F. Celestino, who was from Nueva Ecija and was the Dean of the College of Agriculture. He was gunned down by unidentified men at his office working on April 5, 1990. With his death, the Vice President for Academic Affairs, Dr. Leonor A. Ong Sotto, took over the helm of UEP.
1990
In 1978, Dr. Aurora Balite Merida of Bobon was appointed president. When her term ended, the CBA Dean, Dr. Gerardo C. Delorino, was designated as OIC until the appointment of the regular president, Dr. Andres F. Celestino, who was from Nueva Ecija and was the Dean of the College of Agriculture. He was gunned down by unidentified men at his office working on April 5, 1990. With his death, the Vice President for Academic Affairs, Dr. Leonor A. Ong Sotto, took over the helm of UEP.
2006-2007
With Pres. Destura’s retirement in 2006, Dr. Milagros C. Esparrago of Sorsogon City, Chief Education Program Specialist of CHED Regional Office V, became the Officer-In-Charge.
In June 2007, another UEP alumnus, Atty Mar P. de Asis, assumed the presidency. He hails from Catubig, Northern Samar. He worked at the Development Bank of the Philippines for 13 years and was the Dean of the UEP College of Law for 13 years before his appointment.
2015
When President de Asis ended his second term on June 30, 2015, Dr. Baltazar G. Martires, Vice President for Administration and Finance became the Office-in-Charge while the search for the next president was going on.
On August 6, 2015, Dr. Rolando A. Delorino, former Vice President for Administration and Finance and Vice President for Research, Extension and Training of the University assumed office as sixth UEP president. A native of Catarman, he is the third alumnus to be appointed to the position.
2019
On December 10. 2019, Dr. Cherry Ibañez-Ultra, assumed office as the 7th University President. Her vision to be a world class tertiary learning institution propelled the university’s motion to improve and develop the policies and ultimately fulfill its mandates as a firm provider of quality education. Dr. Ultra served as the former Vice President for External Affairs of UEP in 2018. President Ultra earned her Bachelor of Business Administration in 1985 at the Philippine School of Business Administration. In 1983, she earned her degree in Master of Science in Economics at the University of Eastern Philippines and obtained her doctorate degree in Agricultural Economics Major in Natural Resource Economics with Cognates in Environmental Science and Management at the University of the Philippines-Los Baños, Laguna. She is the second lady president in the history of UEP.
College of Arts and Communication
The College of Arts and Communication (CAC) started out as Liberal Arts in 1962 providing liberal education in courses offered by then Samar Institute of Technology (SIT). The conversion of SIT into the University of Eastern Philippines in 1964 by virtue of Republic Act No. 4126, led to the opening of the College of Arts and Sciences (CAS) in 1962 with Atty. Tomas V. Guiang as its first dean. The first course offered was Bachelor of Arts major in Political Science. The following year enrollees in Bachelor of Arts major in Sociology were admitted. Two years after, in 1968, the CAS had turned its first batch of political science graduates composed from other courses and transferees from other schools. In 1970, AB Major in English, Pre-Nursing and BS in Nursing were offered by the College. New courses followed: Bachelor of Science in Community Development (BSCD) in 1976, and Bachelor of Science in Zoology (BS Zoo) in 1979.
In 1985, the CAS was made a University College and consequently departmentalization took place to respond to the enormous function of providing general education in all courses offered in the University. The departments created were the Department of Biological Sciences, the Department of Languages, the Department of Physical Education, and Department of Social Sciences.
In 1988, Bachelor of Arts major in English was revised to Bachelor of Arts major in Language and Literature Teaching.
The CAS nurtured two colleges in their fledging years: the College of Law in 1992 and the College of Nursing in 1994 until their respective deans were designated in 1993 and 1995, respectively.
A series of Curriculum revisions were made before and after the RQAT visit and were submitted to CHED for notations. Excerpts from the Minutes of the 259th (4th QUARTER, CY 2018) regular meeting of the UEP Governing Board held on December 18, 2018 at the Commission on Higher Education, HEDC BLDG., C.P. Garcia Ave., U.P. Campus, Diliman, Quezon City “Resolution No. 126, S. 2018” Approving the appeal to proceed with the enrollment of students this 2nd Semester, Academic year 2018-2019 for those curricular programs still undergoing review by CHED Regional office No. VIII. Thus, the preparation of the documents made by our faculty for the Preliminary Survey Visit held last July 2019 of Master of Science in Community Development of the Graduate School. The College of Arts and Communication had also a Level III Phase I Accreditation Survey Visit held last October 22-26, 2019 for AB Public Administration was participated by the Core Faculty and other key faculty member who had also its preparation of documents and fortunately AB Public Administration passed the Level III Phase 1 accreditation by AACCUP accreditors. The RQAT Visit by CHED National Office for Bachelor of Science in Community Development for its application for Certificate of Program Compliance.
At present, the College of Arts and Communication is headed by Dr. Maria Alfe G. Banawis who was designated as Dean of the College after the evaluation by the Search Committee and selected by the UEP Board of Regents per Resolution No. 72, S. 2018, last October by 2018 with Special Order No. 197, s. 2018. With Dean Banawis administration she is encouraging faculty members to do research and extension activities aside from the fact that instruction and production should also be given emphasis for the continual Development of the college thus providing students with quality education honing them to have a refined attitude for them to be better citizens of the society.
With the able leadership of the new UEP President Dr. Cherry I. Ultra, the College of Arts and Communication is extending its full support to her administration as College of Arts and Communication aims for better UEP where the spirit of teamwork among faculty is always there for the development of the college.
