The Pleasant Valley / Two Rivers Fire Association is planning a series of nine neighborhood-based workshops to develop the Two Rivers / Pleasant Valley Community Wildfire Protection Plan.
What is a Community Wildfire Protection Plan (CWPP)?
A Community Wildfire Protection Plan (CWPP) is our community’s plan for living safely with wildfire. Everyone has a voice in shaping the plan—and in how it’s carried out—to protect our homes, neighborhoods, and trails.
Didn’t the Fairbanks North Star Borough just do a CWPP?
In 2025, the FNSB completed a borough-wide CWPP that focused on wildland fuel reduction areas, improving the emergency information system and educating homeowners about wildland fire. The borough-wide plan is important for large scale mitigation efforts but does address needs at a localized level. This is our opportunity to use the information from that planning effort but customize to our community needs.
Why should I participate?
This is about building community and making plans with your neighbors in advance of a wildfire incident. It is also about building shared goals for risk reduction like identifying escape routes, neighborhood protection needs and developing a communication plan at a very localized level.
What to expect in the workshop
The four-hour workshops run from 12:00-4:00. Neighbors will review detailed maps of the area that show wildfire fuels, roads and trails. Participants will have a chance to identify key access and escape routes, identify areas of concern or potential for risk mitigation and identify their own property risks. Participants will also be given the opportunity to sign up for materials to assemble structural protection sprinkler kits Wildfire Structure Protection Kits – B&T Wildfire and sign up to get roadside property number signs to aid in emergency response services. What will you do with the information?
These workshops are step one in a two-step process. Information gathered in the nine workshops will be combined into a draft plan. We will coordinate with GVEA, DNR, DOF, UAF Fire Sciences and the Borough to seek solutions and funding opportunities to address the needs identified by community members and host a series of community-wide sessions in later summer to discuss those needs before finalizing the CWPP.
What if I miss a workshop?
We are holding a general session on May 16 and will hold additional sessions later in the summer. This is the first step in a year long process to gather information and refine as a community. All information will be available to our community and we want to make sure everyone has a chance to participate.
The Two Rivers VFD is proud to announce its participation in the Sound the Alarm campaign through a formal partnership with the American Red Cross. We have free smoke alarms and can work with homeowners to install smoke alarms, including alarms that accommodate hearing impaired individuals.

The first step is to sign up for a free on-site Home Ignition Zone (HIZ) assessment.
We will continue to work with property owners through the summer to do more HIZ Assessments.

Our own Michelle Brown is now certified to teach American Heart Association Basic Life Support for providers. She is also qualified to provide Heartsaver CPR/AED/FA classes.

Two Rivers VFD will be working the State of Alaska Division of Forestry to start the community planning for a Community Wildfire Protection Plan. CWPP Meetings will start in December of 2025
The State of Alaska certifies all fire departments and issues a Fire Department Identification Number. Each department is required to meet minimum standards, submit annual rosters, and reports of activities and abide by Alaska Statute for fire service.
Steese Fire provides EMS services to the greater Two Rivers area. They are an excellent organization but limited by mileage between their stations and the Two Rivers area. The response times can be as long as 40 minutes. Our intent is to supplement this service to provide immediate first responder response within the five to 10 minute window. The ability to reach our community members quickly will help save lives and have an immediate impact on our community.
We are working on that. First, let's get one thing clear - we are NOT funded by a property tax base. The residents voted to not have a FSA model to pay for services.
Second, we will have a combination of grants equipment and training and fundraising in addition to membership.
Fire departments regularly apply for FEMA grants for needed equipment and now that we have an FDID we are actively working on those.
We are also working on philanthropic grants/options to put up a structure to house the vehicles.
Our monthly administrative budget covers items like rent, heat, electricity, internet, insurance, and dispatch fees.
We are actively assessing how much can be covered with fundraising vs. a membership.
We intend to grow slowly and appropriately and until we can secure a building to keep the trucks viable in the winter, we do not feel it is appropriate to charge a subscription fee.

Insurance carriers rely on the borough property records to reflect that an area is a fire service area. Fire service areas receive an ISO rating. This rating reflects how prepared a community is for fires, including the location of a VFD to the structures, response times, and water supply. The area has no ISO rating at this time. We anticipate that with a station between 18 mile and 24 mile, the area should see an ISO rating 9 and we hope to achieve an 8b as the department provides more data and more water drafting infrastructure is developed.
Residents should talk to their insurance company to see what they estimate for rate savings.
