"Church members are responsible for their own spiritual and temporal well-being. Blessed with the gift of agency, they have the privilege and duty to set their own course, solve their own problems, and strive to become self-reliant. Members do this under the inspiration of the Lord and with the labor of their own hands.
"When Church members are doing all they can to provide for themselves but cannot meet their basic needs, generally they should first turn to their families for help. When this is not sufficient or feasible, the Church stands ready to help" (General Handbook 22.1.1)
"Members may choose to use resources in the community, including government resources, to help meet their basic needs. The bishop and members of the ward council should become familiar with these non-Church resources... [and] helps them avoid becoming dependent on these sources" (General Handbook 22.6.5).
"Individuals who are not members of the Church are usually referred to local community resources if they need welfare assistance. However, on rare occasions the bishop, under the inspiration of the Spirit, may assist individuals who are not members of the Church, particularly if they are parents or caregivers of member children. He should be discerning about the type and amount of assistance he gives" (General Handbook 22.6.3.6).
