This dedicated website provides information about the Tuscarawas Water and Sewer District and its partnership with the Tuscarawas County Metropolitan Sewer District (TCMSD). This unique collaboration was formed to address the water and sewer needs of residents within the Village of Baltic and the surrounding area, while ensuring efficient and reliable service delivery.

Why the Regional District Was Formed?

The Regional District was created due to the unique circumstances surrounding the water and sewer infrastructure in the area. Originally, the Village of Baltic operated these utilities, but its service area spanned multiple counties (Tuscarawas, Holmes and Coshocton Counties). To streamline operations and facilitate a smoother transition, a partnership was explored between the village and the TCMSD.

The feasibility study for the proposed transfer revealed that the TCMSD could not legally own and maintain facilities in multiple counties. To resolve this, the Tucarawas Water and Sewer District (a regional water & sewer district established under Ohio Revised Code (ORC) 6119) was formed, allowing for multi-county ownership and operation of water and sewer systems.

Our Partnership

The Tuscarawas Water and Sewer District owns the water and sewer infrastructure, while the TCMSD handles the day-to-day operations and maintenance through an agreement between the two entities. This ensures that residents receive high-quality water and sewer services, delivered by the expertise of the TCMSD.
