Update 6/11/2025: The City has reviewed Statements of Qualifications from 28 consultants and has posted the updated Qualified Pool Lists that will expire on June 30, 2027:
Any requested exceptions to the standard Professional Services Agreement will be considered at the time a contract is entered into for a specific project.

Preliminary Results
The City has received Statements of Qualifications (SOQ) from 28 consultants, as shown in this preliminary list of submissions. Please note that this list only includes those who have submitted SOQs and does not reflect acceptance into the Qualified Pool. Given the volume of submissions, our evaluation committee will need time to review them, and we appreciate your patience during this process.
If you believe you submitted your SOQ on time and do not see your name listed, or if the categories you applied for are not accurately reflected, please contact Richard Contreras at rcontreras@tualatin.gov by 5:00 PM local time on Friday, May 9, 2025.
In 2023, the City of Tualatin and the Tualatin Development Commission, the Urban Renewal Agency of the City of Tualatin (collectively, “City”), established a list of qualified Consultants, a Qualified Pool List (“QPL”), with whom the City may enter agreements for some or all of the Professional Services described in the Request for Qualifications (“RFQ”). The QPL established in 2023 is valid through June 30, 2027, and consultants who were admitted at that time are not required to submit a Statement of Qualifications (“SOQ”) and will remain in the QPL.
The City is now accepting mid-term applications for the existing 2023-2027 QPL. Consultants added through this process will remain in the QPL through June 30, 2027, alongside those previously admitted in 2023. The City intends to perform a selection process based on qualifications consistent with OAR 137-048-130(3) and 200 when screening mid-term applicants to the QPL.
SOQs will be received until 2:00 pm (local time), May 2, 2025, via email to Lindsey Hagerman at lhagerman@tualatin.gov, Bryce Donovan at bdonovan@tualatin.gov, and Richard Contreras at rcontreras@tualatin.gov.
There are 21 categories of services listed in the RFQ; the City is not soliciting qualifications for services beyond those listed. A firm capable of providing services in multiple categories may be selected for multiple categories. The City uses the QPL for the majority of its routine annual consulting services needs.
No SOQ will be considered unless fully completed in a manner provided in the RFQ document. Any SOQ received after the closing time will not be accepted or considered.
RFQ documents may be downloaded from https://sites.google.com/view/tualatinbids or obtained in person at the City of Tualatin’s Administrative Office, located at 18880 SW Martinazzi Ave., Tualatin, OR 97062.
Pre-qualification is not required. All proposers are required to comply with the provisions of Oregon Revised Statutes and Local Contract Review Board (LCRB) Policy.
The City may reject any SOQ not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all SOQs upon a finding of the City if it is in the public interest to do so.
