Welcome to the 15by30 conference

Co-convened by the Tertiary Refugee Student Network (TRSN) and UNHCR, and supported by Times Higher Education, the 15by30 Global Refugee Higher Education Conference took place on June 16, 2025, in Istanbul as part of the Global Sustainable Development Congress 2025 (GSDC 2025).
This high-level gathering brought together refugee youth, universities, governments, private sector representatives, donors, and other stakeholders to reaffirm the global commitment to increase refugee enrolment in higher education to 15% by 2030 the ambitious 15by30 target.
The conference marked a pivotal moment to reflect on progress, share commitments, and highlight the leadership of refugee youth as essential partners in shaping policies and programs. As humanitarian needs grow and the higher education sector faces new challenges, the 15by30 Conference reinforced the importance of higher education as a key component of sustainable and equitable humanitarian response.
The momentum generated during the conference continues to inspire collaboration, partnership, and action towards inclusive education for refugee youth worldwide.
The 15by30 Conference marked the halfway point to the 2030 target of enrolling 15% of refugee youth in higher education. It emphasized the critical role of partnerships between universities, youth-led organizations, humanitarian and development actors in advancing the 15by30 Roadmap and developing inclusive, long-term solutions.
Co-hosted within the Global Sustainable Development Congress 2025 (GSDC 2025) convened by Türkiye's Council of Higher Education and Times Higher Education, the conference was followed by three days of sessions focused on inclusive higher education, impact rankings, opportunity mapping, and more.
These sessions provided valuable opportunities for our community to deepen connections, engage new partners, and sustain the momentum generated at the conference through strategic discussions, bilateral meetings, and collaborative planning.
TRSN and partners continue to build on these foundations, driving forward actions and alliances that will ensure refugee youth have equitable access to quality higher education worldwide.
