I am an Economist and the Head of the Economic Investigation Division under the Economics Office of the Philippine Competition Commission (PCC). I am also a part-time Lecturer at the Ateneo de Manila University Department of Economics. At PCC, my work revolves around the conduct of economic and statistical analysis for antitrust investigations and doing some policy research. In Ateneo, I teach public finance, mathematical economics, and microeconomics at the undergraduate level.
Previously, I was the Associate Director and Senior Economist at the Asian Institute of Management Policy Center, where I did research on small and medium enterprises, competitiveness, and the effects of automation. I worked, consulted, or conducted research for multilateral and local development organizations such as the World Bank, the Asian Development Bank, the Ateneo School of Government, and the Philippine Institute for Development Studies, among others.
My areas of research are decentralization, local public finance, development, competition, and voting behavior, among others. I have published several journal articles and book chapters on these topics, including in the Journal of International Development, Annals of Public and Cooperative Economics, Public Budgeting & Finance, Singapore Economic Review, and Journal of Southeast Asian Economies, among others.
I hold a Ph.D. in Economics from the Ateneo de Manila University, Master's degrees in Economics and in Development Economics from the University of the Philippines - Diliman, and a B.S. in Economics from the University of the Philippines - Los Baños.
