Steven Prichard is an Information Technology Manager and Chief Information Security Officer (CISO) for NJ Department of Transportation (NJDOT). He supports managing NJDOT end-user devices/applications, the IT Helpdesk Call Center, IT projects, and processes & technology to reduce cybersecurity risks. Steven has over 20+ years of experience in Information Technology, both private and public sectors, focusing on improving IT process, technology, and the business’s cybersecurity posture.
Steven holds a Master’s in Cybersecurity and Information Assurance from Western Governors University, amongst other degrees. He is most proud to have earned his Certified Information System Security Professional (CISSP) and other industry leading certifications. His experience and education have led him into a career in the public sector where he partners with ITS Support teams, in support of NJDOT Operations, as the two worlds intertwine.
Bryan Kepler is an Intelligent Transportation Systems Project Manager for the NJ Office of Information Technology (NJOIT). He manages the ITS-Networks supporting NJDOT roadside IoT devices (24x7x365) including CCTV, CTSS, DMS, WWD and CAV. In addition, Bryan provides a high-level network security support system and has implemented Industry Security Standards for the NJDOT statewide. Bryan has over 20+ years of experience in Information Technology, Fiber optics, ITS and Critical Infrastructure both private and public sectors.
Bryan holds multiple certifications and licenses in Project Management, IT, Transportation, Critical Infrastructure and Network Security. His continued coordination with local, state, and federal agencies has created a current and future robust ITS environment for the state of NJ and the NJDOT.
Sal Cowan is the Senior Director of Transportation Mobility for NJDOT. He is responsible for the oversight and direction of the Department’s ITS Research, Design, Construction and Maintenance programs, Safety Service Patrol (SSP), Mobility Operations Centers, 24/7 Emergency Call Center, and the Office of Emergency Management, Security and Response. In addition, Sal provides support for New Jersey’s Connected and Automated Vehicle efforts.
Sal holds a Bachelor’s Degree in Administration from Wagner College, is a Graduate of the I-95 Corridor Coalition’s Operations Academy, a Co-Chair of the AASHTO CTSO Operations Strategies Working Group, sits on the Board of Trustees for the multi-agency consortium known as TRANSCOM, and is a member of the New Jersey Chapter of the Project Management Institute (PMI).

This workshop will identify and compile information and practices to assist agencies with finding opportunities to improve TMS capabilities and performance. The expected outcomes from the small group breakout sessions to occur during this workshop is to identify opportunities for TMSs to meet the objectives, performance expectations, desired functions and services, and capabilities needed to meet the needs and expectations of their agency, other agencies, systems, service providers, or customers. This workshop will share information in support of preparing for and conducting a TMS assessment, assessing TMSs capabilities and performance, and identifying improvement opportunities.
Join us for an interactive workshop on THURSDAY morning, Jan 11, at the TRB Annual meeting from 9-noon. This workshop will provide a first look at FHWA and national partner organizational strategies for national-scale Roadway Digital Infrastructure and launch a strategic research agenda to guide that collaboration. Leaders from the Transportation Research Board, the U.S. Department of Transportation, and national partner organizations will engage with participants to confirm priority activities for 2024 and determine next steps.
