What is CBMS?
CBMS is an organized technology-based system of collecting, processing and validating necessary disaggregated data that may be used for planning, program implementation and impact monitoring at the local level while empowering communities to participate in the process.

How often will the CBMS be conducted?
Pursuant to Republic Act No. 11315, regular and synchronized data collection shall be conducted by every city and municipality every three (3) years. The law also states that LGUs may collect data through the CBMS at shorter intervals at their own expense for purposes peculiarly useful to them.

What are the statistics that can be generated from the CBMS?
CBMS shall serve as an economic and social tool towards the formulation and implementation of poverty alleviation and development programs which are specific, targeted and responsive to the basic needs of each sector of the community. In this regard, the PSA is mandated to release the Multidimensional Poverty Index and poverty statistics at the cities and municipalities using the CBMS data. Recognizing the comprehensiveness of the CBMS and the different dimensions of poverty, the CBMS will also be generating statistics on key indicators on health, education, basic services, and employment, among others.
What is the involvement of the LGUs in the CBMS implementation?
Under the IRR of RA No. 11315, cities and municipalities are to serve as the primary data collecting authority. In particular, they shall:
(a) Conduct synchronized data collection on CBMS every three (3) years with the necessary financial and technical assistance from the appropriate national government agencies pursuant to Section 5 of the CBMS Act;
(b) Utilize CBMS generated data in local governance processes such as but not limited to local planning, investment programming, budgeting, program identification and implementation, as well as disaster risk reduction and management measures;
(c) Designate/appoint city/municipal statistician pursuant to Section 4 of the CBMS Act;
(d) Generate and submit all CBMS data gathered to PSA;
(e) Participate in CBMS-related advocacy, training and capacity-building; and
(f) Share CBMS data in accordance with the data sharing guidelines issued by the CBMS Council and existing laws, rules and regulations.
Meanwhile, provinces shall utilize CBMS generated data in local governance processes such as but not limited to local planning, investment programming, budgeting, program identification and implementation, as well as disaster risk reduction and management measures.
What is the role of the DILG in the implementation of CBMS?
The DILG is tasked to develop and implement information and educational campaign relating to CBMS, ensure compliance of the LGUs in the various CBMS activities, and shall extend assistance to PSA in the conduct and implementation of the CBMS.
What is the National CBMS Databank?
The National CBMS Databank pertains to a database that would be generated with the great number of information from the conduct of CBMS implementation. This would contain all aggregated individual-, household-, and community-level data.
Session 1: Overview of CBMS and CDP
When is the target release by PSA of CBMS data to LGUs?
Target date of release by PSA is July-August 2025.
How can the LGU extract CBMS data?
The PSA developed an application to extract and generate CBMS data. The PSA also plans to develop the CBMS Portal where LGUs can access data in tabular form, maps, and graphs.
The PSA will conduct a training on data extraction in the 4th Quarter of 2025.
What is the role of the DILG in providing capacity development to CBMS enumerators?
DILG is invited during the training workshop on CBMS Module I: Data Collection to provide guidance on matters under the Department's mandate. The DILG will also be invited during the turn-over of data to LGUs.
Session 2: Organize and Mobilize the Planning Team
Who is responsible in the collection and integration of CBMS data in the CDP?
The Local Planning and Development Coordinator (LPDC), LGU CBMS Team/Local Statistician/CBMS Focal Person, and LGU Planning Team.
What is the basis on including the CBMS Focal Person (sans Local Statistician) as member of the LGU Planning Team?
If the LGU has no appointed Local Statistician, the CBMS Focal Person or CBMS Team assigned to handle CBMS data at the LGU level can be part of the Planning Team. As advised, LGU personnel/staff that can provide needed data and information in the formulation of the CDP can be part of the Planning Team.
Session 3: Ecological Profiling
What can the LGU use in the current CBMS indicators lieu of multi-dimentional poverty indicators?
Per PSA, the MPIs are not yet available however the LGU can consider other relevant available indicators in the CBMS (i.e., education, health, housing, etc.)
What are the indicators or data from the CBMS that the DILG Focal Persons can share with LGUs?
The PSA will share the list of CBMS indicators and tables. This can be downloaded through the Google Drive of presentation materials and resources which can be found in the Home page.
