There is no need for a 40 page list of rules, so I'll just make it short and sweet:
No Racism/Bullying - Kinda self explanatory.
No Advertisement - Yeap, you can play on other servers all you want but just PLEASE dedicate a little of your time to the server!
Roleplay, Roleplay, Roleplay - If you're going 60 mph+ and you just happen to slam into the side of a random NPC's car, roleplay the event out! If no emergency service workers are online, at the least you could make it seem as though your player was injured from the impact.
No Metagaming - Please, please, please, do not use information outside of the game to benefit yourself while in-game. For example, asking a player out of game which job pays the most, or where all the drug locations are. Ask around. What you're looking for might be closer than you actually think.
Have Fun! - These are just a small list of basic rules that every player should follow. This list is eligible to update at anytime, so just keep an eye out. Also, just because you see something on this list that should be, doesn't mean you can do it. Use your brain, and think logically.
