Preambula
We, the people of the New Yitussian Empire, wish to hold our own destiny in our hands and live free, happy lives.
Chapter I: The Organization of the People
Statya Pervaya
The governmental structure of the Yitussian Empire is a Constitutional, Social Tsarism. The chain of command of the government is as follows:
1. Tsar and Archduke: Have the right to override the government at any time given they have a probable cause.
2. General Secretary: Presides over Central Committee meetings and provides detailed reports of the meetings to the Tsar.
3. Central Committee: Responsible for the different Ministries in the Empire, such as Agriculture, Defence, Technology, Internal and Foreign Affairs, etc.
4. Commissars: The representatives of the Ministries.
5. The People’s Duma: The Senate of the Empire
Statya Vtoraya
All citizens are granted basic freedom of speech, religion, and ideology. This applies to all religions and ideologies. However, the moment anyone turns violent about it, it will not go unnoticed.
The right to protest is also granted as long as it is a peaceful protest.
Statya Tretya
All Citizens are considered part of the working class, but may have different jobs to perform. This applies to all citizens, from Tsar to farmer. All men and women are created equal.
Statya Chetvertaya
The basic principle of the workers is as follows: From each according to their needs, to each according to their work.
The formation of Workers Unions is permitted as long as they meet the guidelines set in the Worker’s Unions Formation Manual.
Statya Pyataya
The People’s Duma has the right to submit petitions to the Tsar directly on any subject. The People’s Duma is responsible for supporting the well-being of the citizens and workers.
Statya Shestaya
The People’s Commissars control a set part of the government, and answer to the Tsar directly.
The positions and roles are as follows (in no particular order):
1) Commissar of Foreign Affairs: Opens and maintains relations with foreign nations and/or powers
2) Commissar of Internal Affairs: Maintains KNB, police force, the military, and deals with national defence.
3) Commissar of Education: All educational reforms, laws, and guidelines come directly from the Commissar of Education.
4) Commissar of Health: Creates and submits laws considering health and well-being, physical or mental.
5) Commissar of Economy: Maintains a steady and self-sustaining economy, as well as attending to the welfare of workers. Also is responsible for trade deals.
6) Commissar of Justice: Runs the People’s Court and has a say in the making of laws, and all court cases are submitted to them.
Statya Sedmaya
The creation of political parties is allowed, and as stated in Article One, all ideologies are allowed. Parties may elect one to three candidates (depending on the size of the party) to be voted into the People’s Duma. But, there has to be at least one person from each province as a candidate. The Duma must be split 50/50 between the two provinces.
Chapter II: The Organization of the Empire
Statya Pervaya
The Novaya Yitussyskaya Imperiya is separated into two main provinces, with colonies:
Provinces
1) The Province of Capitalia
2) The Province of Saratovskii
Colonies
1) Yitussian Republic of Krakistan
Statya Vtoraya
Each colony has a provincial governor, who is elected by the Senate and citizens of the colony in question. The elections are to be held every December 1 and June 1 of every year. The terms are set in six-month periods, but the governor may be impeached if his service is lackluster. The impeachment trial will be overseen by the Commissar of Law. The governor may also be removed without trial by the Tsar.
Statya Tretya
Colonies are to act as if they were directly under their own control, whilst receiving financial and material aid from the Empire.
Chapter III: The Highest Organs of State Authority of the Novaya Yitussyskaya Imperiya
Statya Pervaya
The highest position in the government is the Tsar.
Statya Vtoraya
Both the legislative and executive powers of the Novaya Yitussyskaya Imperiya are exercised by the Tsar.
Statya Tretya
The government of the Empire consists of two sections: Elected Government (Which consists of both legislative and executive authorities, including the Duma, General Secretary, and colonial governors), and the Imperial Government (Which consists of Tsar, Archduke, and Central Committee).
Statya Chetvertaya
The members of the Central Committee are to be voted upon by the Tsar, Archduke, and the People’s Duma by unanimous decision.
Statya Pyataya
Laws can be created by the following authorities:
1) Tsar
2) Archduke
3) Central Committee
The approval of the law then passes on to the Duma and General Secretary, who must hold a vote. Only in the event of a majority vote will the law be passed.
Statya Shestaya
The removal of a law can only occur under a unanimous decision by the People’s Duma and Central Committee, and the approval of the Tsar.
Statya Sedmaya
In case of an emergency, the Tsar retains the ability to cancel elections and disband the People’s Duma.
Statya Vosmaya
The Central Committee forms the representatives of the people of their respective governments within the Empire.
Statya Devyataya
The Central Committee of the Novaya Yitussyskaya Imperiya forms the highest authoritative power beneath the Tsar in the Imperial Government. The Committee may impeach, on unanimous decision, both individual Dumamembers and the Archduke, granted there is a probable cause.
Statya Desyataya
Elections for the People’s Duma begin on November 30 and end December 5 of every year. One to three candidates from each party (as mentioned in Statya Seven, Chapter 1) are to partake in the election, with only one making it into the Senate. If there is a tie, the tie will be broken with a second round of election that only citizens may vote in.
If there is any bribery, the candidate who committed the offense will be ejected from the elections and removed from their party.
Statya Odinnadtsataya
Elections for General Secretary begin on December 5 and end December 10 of every year. Two candidates from each party will participate in the election, with only one person from all the candidates from every party getting the position. If there is a tie, the Duma will hold a private election to break the tie.
Any bribery of any kind will be punished as severely as mentioned in the Statya above.
Chapter IV: Fundamental Rights and Duties of the People
Statya Pervaya
Equality of rights of citizens of the Empire, irrespective of their nationality or race, in all spheres of economic, state, cultural, social and political life, is an irrevocable law.
Any direct or indirect restriction of the rights of, or, conversely, any establishment of direct or indirect privileges for citizens on account of their race or nationality, as well as any advocacy of racial or national exclusiveness or hatred and contempt, is punishable by law.
Statya Vtoraya
Women in the Empire are accorded equal rights with men in all spheres of economic, state, cultural, social and political life.
Statya Tretya
In conformity with the interests of the working people, and in order to strengthen the social system, the citizens of the Empire are guaranteed by law :
1) Freedom of speech as long as it is not harmful to society.
2) Freedom of the press.
3) Freedom of assembly, including the holding of mass meetings.
4) Freedom of processions and demonstrations which do not harm society; including freedom of spreading party propaganda.
Statya Chetvertaya
It is the duty of every citizen of the Novaya Yitussyskaya Imperiya to abide by the Novaya Yitussyskaya Konstitusiya, to observe the laws, maintain labor discipline, and to perform public duties.
Statya Pyataya
It is the duty of every citizen of the Empire to safeguard and strengthen public, Imperial property as the sacred and inviolable foundation of the Yitussian system, as the source of the wealth and the might of the country, as the source of the prosperous and cultured life of all the working people.
Persons committing offences against public, Imperial property are enemies of the people.
Statya Shestaya
Universal military service is law. It is the sacred duty of every citizen of the Empire to serve their country.
Statya Sedmaya
To defend the Fatherland is the sacred duty of every citizen of the Empire. Treason to the country-violation of the oath of allegiance, desertion to the enemy, impairing the military power of the state, espionage-is punishable with all the severity of the law as the most heinous of crimes.
Chapter V: Arms, Flag, Capital
Statya Pervaya
The arms of the Novaya Yitussyskaya Imperiya consists of a double-headed eagle set against a black, yellow, and white background. There is a white-outlined circle in the middle of the eagle containing an ancient Slavic tribe symbol, the Kolovrat, representing spiritual power, surrounded by two olive branches, symbolizing peace and victory. The eagle is holding a scepter and a gilded ball with a cross on top.
Statya Vtoraya
The flag of the Novaya Yitussyskaya Imperiya Is an asymmetrical design. The main colors consist of black, white, and yellow, with secondary colors of red, white, grey, and silver. The ratio of width to length is 1:2.
Statya Tretya
The capital of the Novaya Yitussyskaya Imperiya is the city of Novaya Moskva, in the province of Capitalia.
Chapter VI: Procedure for amending the Konstitutsia
Statya Pervaya
An amendment to the Konstitutsia can be done by both the Elected Government and the Imperial Government. For the Elected Government to create an amendment, the Duma must be unanimous in their decision, and the amendment must pass by the General Secretary as well. The amendment is created in the same way a law is, with the word “amendment” taking the place of “law”.
For the Imperial Government, the Central Committee must be unanimous in their decision to amend the Konstitutsia. The Tsar must know of this, but if the Central Committee completely agrees to the amendment the Tsar does not have the power to stop them. The Tsar may amend the Konstitutsia at any time.
Chapter VII: Succession of Sovereigns
Statya Pervaya
In the event of the death or abdication of the Tsar, his son, the Tsarevitch, will take power.
Statya Vtoraya
If a Tsar dies or abdicates and there is no Tsarevitch, the brother of the Tsar, the Grand Duke, shall be given the title of regent and will rule the Empire.
Endnote
In the common interest of the citizens, this Constitution must be enforced by any means necessary.
