In Europe, the historic architectural details sway the lights to be directed at the building ornaments instead of targeting the open space or people on the streets. European cities also generally understand how diffusion works for creating ambiance. They are aware light bounced back from beautiful architectures or even a wall creates a better ambiance.
North America is a totally different story. Most of the new high intensity LEDs have no diffusers and are oriented to glare directly to people's or passersby, as if they are meant to deter people.
Look around the Merchandise building and one will find the same situation. The angle of the lights are directly aim at the pedestrians.
