TEN Baltimore : Connecting Baltimore's Communities

TEN Baltimore aims to build resilience within Baltimore's "Black Butterfly," connecting disinvested communities to Baltimore's green infrastructure initiatives, the Green Network Rails to Trails Greenway Trail. Given the contrasting conditions between the developed downtown and the east and west wings of the city, this project consciously prioritizes site opportunities where equitable infrastructure is lacking.

The Need for Community Centered Infrastructure

Gaps in the existing pathways and green infrastructure led to the ideation of TEN Baltimore. While downtown Baltimore is developed, many neighborhoods in the east and west lack access to green infrastructure. TEN Baltimore prioritizes areas where these amenities are lacking, providing restorative investments to increase access and sustainability.

A Three-Pronged Approach

The initiative proposes a three-pronged approach to strengthen Baltimore's trail network:

Micro-transit solutions like shuttles to improve mobility and trail access.
Streetscape improvements along corridors like Mount St and Gilmor St in West Baltimore to create pedestrian-friendly park connections.
Development opportunities within disinvested communities along proposed trail links to catalyze affordable housing, economic growth and revitalization.

It increases access by targeting infrastructure investments in divested neighborhoods divided from downtown's amenities.
Strengthening multi-modal transportation options like trails enhances economic mobility and access to jobs.
Expanding green networks combats climate change, fosters sustainability and resilience against extreme weather events.
