In 1923 a booklet costing one penny was published by His Majesty's Stationery Office and approved by the Home Office (and Scottish Office). Entitled Traffic Signals to be used by the Police and Drivers of Vehicles, this booklet arose from discussions between the Police and The Automobile Association.[3] In subsequent years, in addition to being promoted by the automobile associations, the code was publicised using posters by the National Safety First Association (which still continues this work, having been renamed the Royal Society for the Prevention of Accidents in 1936).

The formal introduction of The Highway Code was one of the provisions of the wide-reaching Road Traffic Act 1930. Costing one penny, the first edition of the code was published on 14 April 1931. It contained 21 pages of advice, including the arm signals to be given by drivers and police officers controlling traffic.[4] The second edition, considerably expanded, appeared in 1934, and now illustrated road signs for the first time. During its preparation the Ministry of Transport consulted with the Pedestrians' Association.[5]

Drivers and motorcyclists should not cut across cyclists, horse riders or horse drawn vehicles going ahead when they are turning into or out of a junction or changing direction or lane (just as they would not turn across the path of another motor vehicle). The code says "do not turn at a junction if to do so would cause the [more vulnerable road user] going straight ahead to stop or swerve". This applies not only when the more vulnerable road user is on the road, but also when they are in a cycle lane or on a cycle track.

Authentik Tip: just like in Canada, roads running north-south have odd numbers (e.g.: I-95 for Interstate-95) and those running east-west have even numbers (like the famous Route 66). Almost all highways are called "Interstate" because they connect one state to another.

Speed limits

Speed limits vary between 30 km/h and 100 km/h, depending whether you are in town or on the highway. Speed limit signs are posted on all roads indicating the maximum speed permitted.


Highway exit signs

Note that these numbers correspond to the distance in kilometres along the highway. The seriously dumb situation we have in this country is that we have laws that are used to prosecute road users and we have the Highway Code. They are different things. Until the law is aligned with the highway code or vice versa, the whole thing is just a piece of advice and unfortunately or otherwise there are few consequences for those that choose to ignore it.

When turning into or out of a junction, cyclists, riders and motorists should give way to both pedestrians crossing the road and those waiting to cross. This is the biggest change in the code. Under the old rules, you only had to give way to pedestrians who were already crossing the road.

There are new rules in the code about routes that are shared by pedestrians, cyclists and horse riders. Overall, you should put the safety of pedestrians first, but they should also take care for their own safety and not obstruct or endanger you.

At the beginning of the 20th century the automobile industry was growing fast, as was the number of vehicles on the road, but both were completely unregulated. The cars of the day may only have been driving at speed of 30 km/h, but they were no less dangerous for all that. On 24 May 1903, a Paris-Madrid road race caused eight deaths. In 1904, there was one injured road user per year for every 7 cars.

His code, which consisted of ten articles, went on to be adopted by all the automobile clubs and federations in France, who applied it to the 25,000 automobiles and 31,000 motorcycles then on the road.

In the high society that Jules Perrigot belonged to, social condemnation was far worse than the legal penalties. Being expelled from the Automobile Club de France for infringing the code could turn out to be a fate far worse than any fine.

Pedestrians are the most vulnerable road users along with cyclists, motorcyclists and horse riders. In January 2022 the Highway Code was updated putting walkers at the top of a hierarchy of road users, giving drivers and cyclists more responsibility to reduce the danger they may pose. The code also includes a responsibility for drivers and cyclists to give way to pedestrians who are waiting to cross a side road or a junction. Pedestrians also have priority when waiting to use a zebra crossing.

A couple others to be aware of that I believe are pretty common are moving over to the far lane if a police or emergency vehicle is on the side of the highway and do not pass a stopped school bus with its red lights flashing.
