Constitution of Rittia: Preamble

We, the diverse and united people of Rittia, recognizing our duty to uphold the principles of eco-friendliness, sustainability, liberty, justice, and prosperity, do hereby establish this Constitution to safeguard our rights, foster good governance, and ensure the well-being of present and future generations.

Article I: Fundamental Rights, Freedoms, and Environmental Principles

Section 1: Rights and Freedoms

1. Every citizen of Rittia shall enjoy the rights and freedoms enshrined in this Constitution, including the rights to life, liberty, and security of person, equality before the law, freedom of expression and religion, and access to education, healthcare, and social welfare.

2. Additionally, every citizen has the right to live in a healthy and sustainable environment, and the government shall enact and enforce laws to protect and preserve natural resources, ecosystems, and biodiversity for the benefit of all.

Article II: Structure of Government

Section 1: The Council and High Leader

1. The government of Rittia shall be led by a Council composed of 12 members, representing diverse regions and interests within the nation.

2. The Council shall be responsible for collectively guiding the affairs of the state, making decisions on legislation, policy matters, and budget allocations.

3. The Council shall elect a 13th member from among its ranks, who shall hold the title of High Leader and wield additional powers and responsibilities.

4. The High Leader shall serve as the head of state and government, representing the unity and sovereignty of Rittia on the international stage.

5. The High Leader shall have the authority to veto legislation, appoint key government officials, and make executive decisions in matters of national importance.

Section 2: Legislative Authority

1. The Council, acting as the legislative body, shall have the power to enact laws, subject to the approval of the High Leader.

2. Laws passed by the Council shall require the assent of the High Leader to come into effect, and the High Leader may propose legislation to the Council for consideration.

Section 3: Executive Authority

1. The executive authority of Rittia shall be vested in the High Leader, who shall be responsible for implementing laws, managing government affairs, and representing the nation.

2. The High Leader shall appoint ministers and heads of government departments, who shall assist in the execution of government policies and programs.

3. The Council shall oversee the actions of the executive branch and may call for accountability and transparency in government operations.

Section 4: Judicial Authority

1. The judiciary of Rittia shall remain independent and impartial, with the power to interpret and apply the law, adjudicate disputes, and uphold the rights and freedoms of citizens.

2. The High Leader, in consultation with the Council, shall appoint judges to the highest courts of the land, ensuring the integrity and professionalism of the judiciary.

Section 5: Council Proceedings

1. The Council shall convene regular sessions to conduct its business, with decisions made by a majority vote of its members.

2. The High Leader shall preside over Council meetings and may cast a tie-breaking vote in the event of a deadlock.

Section 6: Accountability and Oversight

1. The Council shall exercise oversight over the actions of the High Leader and the executive branch, ensuring accountability, transparency, and adherence to the Constitution and laws of Rittia.

2. The High Leader shall be subject to impeachment by the Council for acts of misconduct or abuse of power, with a two-thirds majority vote required for conviction.

Article III: Principles of Good Governance and Environmental Stewardship

Section 1: Rule of Law, Accountability, and Transparency

1. Rittia shall be governed by the rule of law, ensuring that all persons, including government officials, are subject to and accountable under the law.

2. The government shall conduct its affairs with transparency, integrity, and accountability, fostering public trust and participation in governance.

3. Environmental decisions and actions shall be subject to the same principles of accountability and transparency, with the government promoting active citizen engagement in environmental stewardship.

Section 2: Participation, Inclusivity, and Sustainable Development

1. Rittia shall promote democratic participation and inclusivity, ensuring that all voices are heard and represented in decision-making processes, including those pertaining to environmental policies and sustainable development.

2. The government shall integrate eco-friendliness and sustainability principles into all policies and programs, promoting renewable energy, conservation of natural resources, and protection of ecosystems and biodiversity.

3. Citizens shall have a duty to act responsibly and sustainably in their daily lives, minimizing ecological footprints and supporting eco-friendly practices in their communities.

Article IV: Amendment and Revision

Section 1: Amendment Process

1. This Constitution may be amended or revised by a two-thirds majority vote of parliament, followed by ratification in a national referendum.

2. Any amendment or revision must be consistent with the principles and values of this Constitution and must not diminish the rights and freedoms of the people or compromise environmental stewardship.

Section 2: Supremacy Clause

1. This Constitution is the supreme law of Rittia, and any law or provision of law that is inconsistent with its provisions, including those related to eco-friendliness and sustainability, shall be void to the extent of the inconsistency.

2. All authorities and persons shall uphold and defend this Constitution, ensuring its principles guide the governance and stewardship of Rittia.

In witness whereof, we, the people of Rittia, have adopted and enacted this Constitution on this 22 of 2, in the year 2024, in the city of Akaledo, Rittia.
