Introduction

The Lewis Commission was established in August 2024 to review the UK's small, independent and family-run business sector.

Chaired by Michael Lewis, Dip (Psy), CertHE (Glouc), MIOEE, who has 23 years' experience in the small business sector, and is currently an Entrepreneurial Educator and a Student Enterprise Champion at Arden University.

The Lewis Commission is made up of a number of business and law students, freelancers, independent business owners and industry experts.

RESEARCH

Throughout 2024 and 2025 The Lewis Commission has researched the state of the small, independent and family-run business sector, the state of the UK national and regional economies, global trading and geopolitical issues and looked at in person / physical and online trading locations.

The Lewis Commission is formulating a number of proposals that will be shared shortly with the business community, business support organisations, universities, enterprise incubators, local, regional and national government.

There is a lot that can be done to make the UK economy more supportive of businesses, and more adaptive to the constantly changing needs of the sector. Our focus is is supporting and growing the small, independent and family-run business sector.

HM Government Consultations

Following the recent budget, the government have announced a number of consultations, these include:

Consultation on the Introduction of Electric Vehicle Excise Duty (eVED) - deadline: 18th of March 2026.
Call for evidence: Tax Support for Entrepreneurs - deadline: 28th February 206.
Consultation on Reforming the customs treatment of low value imports into the United Kingdom - deadline: 6th of March 2026.
Consultation on Business support for co-operatives and non-financial mutuals - deadline: 18th of February 2026.
