Here is a brief list of how to go about creating your character:
All races and classes are allowed from any official published material
If you want to use homebrew or unearthed arcana stuff, let me okay it first, and I reserve the right to nerf homebrewed stuff if it is affecting game balance
You can chose either original or revised ranger if you chose.
For stats, either do point buy or roll for stats using 4d6, dropping the lowest die.
You get one mulligan for rolling, but you have to keep the second set.

Multiclassing is fine, but lets keep powergaming on the lighter side if possible.
Eberron has a few new and interesting races, all of which you can play. These include:
Warforged
Kalashtar
Shifters,
Changelings.
You can find the stats and abilities for these online, but make sure you are using the official versions from the new Eberron book. I can also send you scans of the book if you can't find them. If you want to play the older version of Warforged, thats fine with me.
Also, the Artificer is finally out! And fits very well in this fantasypunk setting, so you are free to use the newest version of the class found in the new book.
In this setting, there is a new subcclass for races known as Dragonmarked. Only specific races can have dragonmarks, and each mark is usually unique to a specific race (the Mark of Finding is the one exception). This mark replaces many of your racial abilities or even your entire subrace, but gives you various benefits like magic and other abilities. Your character is allowed to have a dragonmark as long as the racial requirements are met (for example, only halflings can have the Mark of Healing). There is also an optional feat called Aberrant Dragonmark, where your character developed a new Dragonmark in some way. This feat is open to any race, subrace, or class, excepting those that already have Dragonmarks. If you plan on being Dragonmarked, please use the official rules. However, being Dragonmarked will tie your character to a powerful House by default, and people with Aberrant Dragonmarks are feared. You may want to consider that if you plan on using these options.
