Martyn's Law, 

Formally known as the Terrorism (Protection of Premises) Act 2025.
it requires venues and public spaces to have security measures and emergency preparedness plans to reduce the risk of harm from terrorist attacks. Named after Martyn Hett, a victim of the 2017 Manchester Arena bombing, it establishes a tiered system based on the number of people expected to be on the premises at any one time. The law imposes a duty on operators to take reasonably practicable steps to improve public safety. 

Key requirements

Tiered approach: The law uses a two-tiered system based on expected capacity.

Standard tier: For venues with a capacity of 200-799 individuals, the requirement is to implement simple procedures to reduce risk and improve response preparedness, with a focus on procedural readiness like staff training and evacuation plans.

Enhanced tier: For venues and events with a capacity of 800 or more individuals, there are additional requirements, including a mandatory risk assessment and a tailored security plan.

Legal duty: It imposes a legal duty on those responsible for specific public venues to prepare for and protect the public from terrorist attacks.

Proportionate measures: The required steps will vary depending on the venue's size, type, and specific risks, with a focus on implementing reasonably practicable measures.
