Veronica's "Evil" is less worldly domination and more self serving interest.
Simply put, she places herself and her immediate circle entirely above everyone else. This counts towards her family, and her closest friends.
This sentiment is complicated by her ultimate self serving nature as she will hurt or betray people (including those in her immediate circle) to get what she wants.
Veronica operates within the systems of the world. She understands how they work and manipulates them to accomplish her own ends.
The structures around her are tools to get her own way.
She is motivated by whatever gives her happiness or whatever helps her accomplish her own goals.

An arguement can be made that she is a Lawful Neutral, but this would depend on the story being told at the time.
If she isn't actively harming or betraying others she will fit this role.
But by her pure nature, because it is within her character to hurt or betray, she falls more inot the Lawful Evil alignment.
