It should be the BASIC right of ALL children, with and without disabilities, to have access to high-quality programs and support they need to reach their full potential. The recently released Policy Statement on Inclusion of Children with Disabilities in Early Childhood Programs emphasizes the need for states to implement a structure that promotes quality in early childhood programs and access for all children.
In an effort to increase access, the Arkansas Department of Education, Division of Elementary and Secondary Education, Office of Special Education (DESE-OSE) and the University of Denver Positive Early Learning Experiences Project have created a partnership to develop and expand the practice of high-quality early childhood inclusion in selected preschool classrooms in Arkansas.
This project has an intentional focus on early childhood inclusive practices and strategies, ensuring students with and without identified disabilities have meaningful access to high quality preschool experiences. Participating programs are provided with professional learning experiences that revolve around evidence-based practices for inclusion and targeted coaching to support implementation. By submitting an application, the preschool program and the early childhood special education program providing services for children with IEPs agree to implement the practices with fidelity, attend scheduled meetings and promote the inclusion of ALL preschool-aged children in the program.
