As Ponder said, you will need a water heater and a heat light....without them your little hatchling can develop a respiratory infection quite easily which can only be cured by taking to a vet for antibiotics.

In addiction to the uvb you will need a heat light. Make sure to fill the tank up as much as you can. This is a good heater, affordable, you'd want 100watt, but if you plan on upgrading soon you may want to spend an extra buck or two on the 200watt, it will be ok for the smaller tank and then you don't need a new one for the bigger tank. Your turtle will get very big and need a much bigger tank, but it's fine for now. For a filter try one or even two of these, the one for 40g. And yes, not all meat is good, no luncheon meat for instance. Regular baked or boiled chicken is good.
