The City Council will also consider a communication from the Department of Transportation & Mobility recommending the lowering of the statutory speed limit in the city to 25 mph, from 30 mph, and the creation of safety zones with 20 mph speed limits.

In the communication, Department of Transportation & Mobility Commissioner Stephen Rolle wrote that data shows both the likelihood of crashes and the severity of crash outcomes rise with higher speeds, with pedestrians and bicyclists being most vulnerable.

Rolle adds that intentional reconfigurations of roadways to limit speeding must be a high priority, but a reduction in speed limits to 25 mph in Boston and Seattle demonstrate that the regulatory change can have a modest impact on reducing travel speeds.

Tuesday, the City Council will once again hold a hearing to wrangle over setting the new rates. It's a night for charts and tables comparing possible different rates and for comparing Worcester's rates to those in nearby communities.

While setting the lowest possible residential tax rate has proved to be a popular message for voters, business interests, particularly the Worcester Regional Chamber of Commerce, have lobbied the City Council to reconsider.

Based on the most recent tax classification hearings, it is likely that a majority of city councilors will seek the lowest possible residential tax rate while a smaller faction will propose setting a rate that works toward closing the gap between the residential and commercial rates.

A policy change allowing accessory dwelling units, sometimes known as in-law apartments, in the city is coming back for a final vote after receiving approval from the Standing Committee on Economic Development.

An accessory dwelling unit is a self-contained apartment in an owner-occupied, single-family home/lot that is either attached to the principal dwelling or in a separate structure on the same property.

The city administration put forward an amendment to the city's zoning ordinance that would allow homeowners to construct accessory dwelling units in all zoning districts except the manufacturing and airport districts.

While the amendment has received strong support so far, a group of city councilors have suggested they may take issue with some parts of the city's policy including that the units would be allowed by right in all residential zoning districts, that the policy is not specifically targeted for situations relating to building additional units for family members, and that the policy does not have any additional off-street parking requirements.

The speed limit will be reduced by five miles per hour on major corridors including Long Beach Boulevard, Orange, Easy, Burnett, and Stearns Avenues, along with Willow, Carson, and Atherton Streets, the city said.

Councilor-at-Large Kathleen M. Toomey, chairman of the council's Public Safety Committee, broached the idea of a lower speed limit Tuesday night in response to telephone calls and emails she said she has received from residents complaining about speeding on their street.

In developing strategies to address the problem of speeding, Ms. Toomey suggested the city manager look at reducing the overall speed limit to 25 miles per hour, similar to what Boston and other communities in the state have done.

She said Boston was having the same problem with speeding on its streets as Worcester is having now, but things have since improved there after Boston reduced the speed limit on local streets in January from 30 mph to 25 mph.

"We need to move quickly on this because it is a public safety issue that is impacting many people," Ms. Toomey said. "I am grateful to the Police Department because it has been so responsive to the many complaints about speeding, but we need to make sure that all of our city is safe."

Under the Municipal Modernization Act, which was signed into law by Gov. Charles D. Baker Jr. last year, municipalities now have the authority to establish a default speed limit of 25 mph on any road inside a thickly settled or business district, as long as it is not a state highway.

Councilor-at-Large Konstantina B. Lukes, who has also been pushing for lower speed limits in the city, said traffic in Worcester has changed considerably over the past 10 years. She said speeding-related accidents on local streets are becoming a "very frequent and frustrating problem."

Councilor-at-Large Michael T. Gaffney said he feels part of the problem stems from not having good traffic light sequencing in the city. He said that lack of sequencing prevents the free flow of traffic, prompting some drivers at times to speed to try to beat the next red light.

City Manager Edward M. Augustus Jr. said his administration is well aware of the problem and is trying to put together an integrated plan that includes various strategies. He said city officials have looked at having a lower speed limit, the feasibility of speed bumps and greater enforcement.

"We are trying to do this in a thoughtful way," Mr. Augustus said. "We want to come out with a plan that actually makes a difference and is integrated between public works and public safety. As opposed to doing this quick, we want to do it quick and right."

Texas speed limits are set at 30 mph for residential areas, 15 mph for alleys, 70 mph on highways and 60 mph on spaces between residential areas and highways, according to Transportation Code section 545.352.

"The majority of the road is now either a 50 mph or 45 mph zone," he said in a written statement. "There is also a section extending from Route 5S past the Pumpkin Patch development which has been reduced to 30 mph. The speed limit reductions came as the result of a study by the New York State Department of Transportation that was requested by the town of Frankfort due to the number of accidents, some of them fatal, which occurred along that stretch of road.

Herkimer County Legislator John Brezinski received letters from residents and others who travel Higby Road expressing concerns about speed and safety. Some residents said they did not allow children to play in their front yards or walk along the road for fear they could be struck by a car. They also said safety is a concern when entering or exiting their own driveways.

He said as long as motorists follow the new speed limits, the road should be safer "for drivers, residents, people pulling out of driveways, people driving school buses and unloading kids, utility workers. Everybody will be a lot safer if drivers will just slow down. Once that happens it will make it a lot safer for everybody."

A letter from Regional Traffic Engineer Linda Lubey that went out this summer stated the study divided the 7.1 miles of Higby Road from the Oneida-Herkimer County line to the Route 5S/Higby Road/Cemetery Street interchange into four segments and collected speed data, accident history, traffic volumes and roadway information from each section.

She said the study showed that portions of the Herkimer County section of Higby Road were "less forgiving than other portions along the same corridor, particularly during inclement weather." She cited variations in roadway curvature, narrow shoulders and development density, noting that while these changes should have caused drivers to slow down, but "data indicated that speeds were maintained at or near 60 miles per hour in each segment despite the changing physical conditions of the roadway."

The DOT recommended that speed limits be lowered from 55 to 45 in two sections, from 55 to 50 in another and that the 30 mph speed limit at Cemetery Street be extended to the west side of the Route 5S/Higby Road/Cemetery Street interchange.

Higby is a county road and when the recommendations came from DOT, Herkimer County Highway Superintendent Mark Nagele said the new speed limit signs would be installed. He said the county is also looking to place Centerline Audible Roadway Delineators on Higby Road next year.

Motorists can expect to see other changes in the area near Route 5S due to the development of Tractor Supply Warehouse Distribution Center. A new traffic signal will be added on Higby Road at the entrance to the Route 5S South Business Park. DOT is also planning to add traffic lights at the Route 5S ramp intersections with Cemetery Street and Higby Road.
