Dr. Mima is a dedicated creator and founder of significant and enduring institutions, possessing extensive knowledge and expertise in computer science, cognitive psychology, and education. Her interdisciplinary journey began in 1982 when, as a third-year computer science undergraduate, she implemented the educational programming language ‘Logo’ for Japanese PCs, making it the first version of Logo to run in Japanese. Since then, she has concentrated on enhancing learning, communication, and networking in the realms of science, technology, and art. Dr. Mima has been instrumental in founding a new public university in Hakodate, Hokkaido, along with a national science museum in Tokyo, where she holds the positions of Professor and Deputy Director. With over 15 years of experience, she has led numerous research projects as a Principal Investigator (PI) supported by national grants. Additionally, she has authored specialized books for researchers, textbooks for college students, and general books aimed at younger audiences. Beyond her academic endeavors, Professor Mima served on the executive board of Japan’s public broadcasting corporation for three years, appointed by the Prime Minister. She has actively participated in national policy-making in education, science, and technology and has served as a governing board director for various academic societies. To foster science education, she founded a local science festival in Hakodate, which has been held annually since 2009. Moreover, she provided academic consulting for a prominent Japanese company that received the Grand Prize in 2018 and the Prize for Excellence in 2019 at the Japan Toy Award.

Under Dr. Cheng’s dynamic leadership, the Tainan City Education Bureau has emerged as a national benchmark for integrating digital technology into campus education. Director-General Cheng possesses a truly forward-thinking and pragmatic educational vision. Recognizing the varied learning needs of students, he has placed a strong emphasis on the practical implementation of "Digital-Integrated Differentiated Instruction", effectively leveraging digital tools for more precise and impactful teaching.
Dr. Cheng spearheaded the establishment of the "New Curriculum Creative Teaching Research and Development Center," which has significantly advanced teacher training, curriculum design, and the application of learning platforms and data analytics. His efforts ensure that educators can instantly grasp student learning status and provide targeted, individualized, or tiered guidance.
The results of this dedication are remarkable. Tainan City has not only created a smart learning environment by enhancing digital infrastructure and wireless networks across all schools, but its educational achievements have also received the highest national recognition.
Tainan City is the only city nationwide to have been awarded both the Ministry of Education's "Outstanding Digital Learning Promotion Office" and "Outstanding County/City for the In-Tutor E-Learning Platform," cementing its status as a leader in Taiwan’s digital learning landscape.
Dr. Hung is a Professor and Chair of Educational Technology, Research, and Assessment at Northern Illinois University. He earned his Ph.D. in Instructional Systems Technology, with a minor in Information Science, from Indiana University-Bloomington. His research focuses on developing and implementing computer-supported learning environments and tools for designing and evaluating technological innovations, training development, and human-computer interfaces.
Dr. Hung has published studies on the role of technology and information architecture in enhancing problem-solving and performance. He is developing classroom behavior management and skill enhancement software, published by NTI Upstream. Additionally, he is an instructional design portfolio editor for TechTrends and has reviewed for Innovations in Education and Teaching International and the Journal of Educational Computing Research. As a principal investigator, Dr. Hung leads a National Science Foundation grant for a scenario-based software simulation in research methods. He also serves as an educational specialist for a NASA-supported project to disseminate scientific data to the public. Currently, he is the Principal Director of a Fulbright-Hays Group Research Project, collaborating with Taiwan’s Research Center for Promoting Civic Literacy to explore STEM education from 2021 to 2024.
