This glossary defines the core language of TA-14.
TA-14 uses specific terms because ordinary governance language is often too loose. Words like “proof,” “execution,” “control,” “authority,” and “trust” can mean many things unless they are placed inside a clear architecture.
TA-14 gives those terms structure.

TA-14 is the original proof-bound Admissible Execution Architecture.
It governs whether consequential action is allowed to proceed before the action creates real-world consequence.
TA-14 is not merely an AI framework, monitoring system, compliance wrapper, runtime gate, or receipt engine.
TA-14 governs the complete proof chain from reality to outcome.
Admissible Execution Architecture is the structured governance system that determines whether an action has earned the right to execute.
It requires evidence, continuity, authority, scope, and outcome accountability before consequence is allowed to occur.
In TA-14, execution is not assumed.
Execution is earned.
Reality is the actual condition that exists before action occurs.
It may be physical, digital, environmental, institutional, financial, mechanical, medical, or AI-related.
Reality is not assumption.
Reality is not opinion.
Reality is not prediction.
Reality is what is actually true before execution changes it.
A record is reality captured in a way that can be preserved, reviewed, compared, and relied upon.
A record is stronger than raw data.
A record must answer:
what was captured
when it was captured
where it came from
who or what captured it
whether it was preserved
whether it can support action
Without record, reality cannot become admissible proof.
Continuity is the preserved relationship between reality, record, time, context, authority, custody, scope, and execution.
Continuity keeps the chain intact.
If continuity breaks, admissibility weakens or fails.
Continuity is what prevents evidence from becoming detached, stale, altered, misapplied, or reconstructed after the fact.
Admissibility is the condition where evidence is strong enough to support consequential action.
Admissibility is not the same as confidence.
It is not the same as permission.
It is not the same as approval.
It is not the same as automation.
Admissibility means the action has a valid proof basis before execution occurs.
Binding is the point where consequence begins to attach.
Before binding, an action may still be proposed, simulated, drafted, recommended, or queued.
At binding, the action begins moving toward real consequence.
TA-14 requires binding to be justified by admissible evidence.
Commit is the execution boundary where the system decides whether action proceeds, holds, escalates, narrows, refuses, or enters containment.
Commit is not merely a technical step.
It is the final governance checkpoint before execution creates consequence.
Execution is the consequential action itself.
It may be a repair, AI tool call, financial transaction, environmental system change, medical intervention, institutional decision, public action, workflow update, or autonomous system command.
In TA-14, execution is valid only when the chain before it is valid.
Outcome is the result of execution.
TA-14 requires outcome to be recorded and compared against the admissible basis for the action.
Outcome closes the proof loop.
Without outcome, execution governance is incomplete.
Proof before action is the TA-14 principle that evidence must be preserved and evaluated before intervention, decision, execution, or consequence.
It reverses the old model of action first and explanation later.
This is the core TA-14 rule.
If the system cannot prove that execution is admissible, the action should not proceed as normal.
The system must hold, escalate, narrow, refuse, or contain.
The execution boundary is the point where a proposed action becomes real consequence.
TA-14 governs this boundary by requiring admissible evidence before action crosses into effect.
Containment is the protected state where an action is held because admissibility is missing, incomplete, uncertain, or broken.
Containment prevents unsupported action from crossing the execution boundary.
Containment is not failure.
Containment is governance.
Hold means the action pauses while the system waits for more evidence, clearer authority, stronger continuity, or additional review.
Escalate means the action is sent to a higher authority, stronger review process, or more qualified governance layer because the current evidence or authority is insufficient.
Narrow means the action is reduced in scope to lower risk, preserve continuity, or prevent overbroad consequence.
Refuse means the system denies the action because admissibility is absent, authority is invalid, continuity is broken, or consequence cannot be justified.
Fail-closed means the system does not proceed as normal when required proof is missing.
If the system cannot prove admissibility, it blocks, holds, escalates, narrows, refuses, or contains.
Fail-closed governance prevents unsupported consequence.
Baseline is the original recorded condition before intervention.
Baseline is critical because action changes reality.
If baseline is not preserved before action, the original truth may be lost.
A threshold is a defined boundary between acceptable, questionable, and actionable conditions.
Thresholds help determine whether evidence supports action.
A Diagnostic Boundary Value, or DBV, is a TA-14 threshold used to evaluate whether a diagnostic condition supports a declared determination or intervention.
DBVs help move diagnostics from opinion to evidence.
A Declared Diagnostic Determination, or DDD, is the evidence-supported determination made after baseline and threshold comparison and before execution or intervention.
DDD is not a guess.
It is a proof-supported determination.
A post-intervention record captures the result after action occurs.
It compares outcome against baseline and the declared basis for action.
This proves whether the intervention achieved the intended result.
An Atmospheric Integrity Record, or AIR, is a governed record of atmospheric reality.
AIR preserves environmental conditions such as pressure, CO₂, particulate matter, VOCs, radon, temperature, humidity, and psychrometric values over time.
AIR turns environmental data into admissible atmospheric evidence.
A Personal Atmospheric Integrity Record, or PAIR, links a person’s atmospheric exposure chronology across multiple AIR-recorded environments.
AIR records environments.
PAIR links the human journey across them.
Environmental Integrity Governance is the TA-14 application of proof-bound admissibility to environmental conditions, buildings, atmosphere, and occupant-impacting environments.
It requires environmental reality to become record before claims, repairs, denials, or safety declarations create consequence.
AI Execution Integrity is the TA-14 application of admissible execution to AI systems.
It governs whether AI should be allowed to use tools, update records, initiate workflows, send messages, trigger actions, or create consequence.
AI does not earn execution by intelligence.
AI earns execution by admissibility.
Execution authority is the right to carry out an action.
TA-14 distinguishes authority from admissibility.
An actor may have authority but still lack admissible evidence.
Authority is necessary, but not sufficient.
Permission is access or authorization to attempt an action.
Permission answers:

Admissibility answers:
Should this action be allowed to create consequence?
Permission alone is not enough.
Consequence is the real-world effect created by action.
TA-14 governs consequence because once consequence occurs, reality changes.
The proof chain is the structured relationship between reality, record, continuity, admissibility, binding, commit, execution, and outcome.
If the proof chain breaks, execution becomes questionable.
The Public Overlap Register documents later public systems, companies, frameworks, repositories, and authors using language or structures materially adjacent to TA-14.
It is a chronology and evidence record, not a blanket accusation list.
Rights reservation is TA-14’s public statement that it reserves all rights relating to its protected architecture, filed patent applications, public chronology, and derivative implementations.
The language of TA-14 matters because the architecture depends on precision.
A system cannot govern consequence with vague terms.
It must define the chain.
It must preserve the record.
It must distinguish permission from admissibility.
It must separate monitoring from governance.
It must require proof before action.
