Required Documentation & Circumstances to Apply:
You must have your physical retired credentials (ID Card) from your agency.
If you do not have it, we are not able to issue any certificates of completion for the LEOSA|HR218 qualification.
Current Minnesota residents retired from any U.S. law enforcement agency.
Retired Minnesota law enforcement officers—regardless of where they now reside—who wish to seek qualification under LEOSA.
Required Documentation to Carry:
A photographic ID issued by the agency from which the individual retired.
Proof of qualification within the past 12 months (such as a course certificate or signed letter from a qualifying instructor).
Required Steps:
Complete the Waiver & Self Attestation (HERE).
Text or email a picture of your retired ID (front and back). (contactT3PD@gmail.com).
Complete and email HR-218 FORM (Section A ONLY) HERE.
If this is not done, it can be completed on the day of the qualification.
Schedule qualification and bring required documentation (retired ID).
You will be required to produce your retired credentials, state ID, and complete the HR-218 Form prior to the range qualification and before receiving a certificate of completion.
Requirements for Qualification:
Handgun
Properly fitted holster
Spare Magazine (at least 1 spare, preferred 2-3)
Concealment garment
Jacket, vest, or shirt that conceals the firearm
Attire that protects from spent casings.
Closed toed shoes
Pants
Baseball Hat (recommended)
Eye & Ear Protection (provided if you don’t have any)
At least 50 Rounds of reputable brand ammunition
No steel, or reloaded ammunition.
Below is an example of the HR218 wallet size certificate of completion that you will be issued upon completion of the qualification.
Range Qualification & Requirements
These qualifications, or any other qualifications created for the use of LEOSA/HR218, meet the Minnesota Active Duty Police Officer Qualification Standards from the Minnesota POST BOARD which are; during the course of fire, the qualified participant will fire from close, medium and long range:
(50%) Close range means less than 7 yards;
(40%) medium range means 7 to 14 yards; and
(10%) long range means 15 to 25 yards.

35 = 70% (Passing)
40 = 80%
45 = 90%

5 Yard Line - Load 10 Rounds
From Holster: Draw & fire 4 rounds with two hands.
From Holster: Draw & fire 3 rounds with weapon hand only.
From Low Ready: Fire 3 rounds with reaction hand only.
7 Yard Line - Load 8 Live & 3 Dummy Rounds
From Holster: Draw & fire 8 rounds, clearing malfunctions as they occur.
Variation: Two strings of fire for lower capacity firearms (e.g. 5-shot revolver, G43, etc.).
10 Yard Line - Load 12 Rounds
From Holster: Draw & fire 4 rounds.
From Holster: Draw & fire 4 rounds.
From Holster: Draw & fire 4 rounds.
15 Yard Line - Load 5 Rounds
From Holster: Draw & fire 3 rounds from behind cover
From Holster: Draw & fire 2 rounds from behind cover (Different cover position)

What to Expect?

Passing Score (70% or higher) | 35/50 Rounds on acceptable target zone.
Prompt start getting into the range and starting the qualification.
Remediation will be handled after all shooters have completed the course if needed.
Short discussion and distribution of Certificates of Completion.

Arrive early and be prepared to start on time.
All required documentation has already been submitted online, or is completed prior to arrival at the range qualification.
Time is crucial to accomplish the qualification completion.
Safety is paramount. Each of you are responsible for firearms safety knowledge and actions. Be mindful of your firearm and muzzle control.
Keep your firearm cased or holstered until instructed otherwise.
Keep in mind the firearm safety rules:
Treat every weapon as if it is loaded at all times.
Finger OFF of the trigger until you are ready to shoot.
Maintain Muzzle Awareness at all times.
Know your target and what is beyond it.
