Renewing Our Community - Making Yau Ma Tei a livable neighborhood

Yau Ma Tei South is an old neighborhood. There is around 120 buildings and most of them are single private residential buildings (SPRB) without lifts. Even amongst those few buildings with lifts installed, these are aged 40 years old or even more. It is our community’s most pressing urge to renew these buildings and its facilities.

Monitoring Central Kowloon Route (CKR) project progress and installation of noise enclosures

The construction work of CKR brings heavy traffic to Yau Ma Tai area and residents of Prosperous Garden are suffered from noise and air pollution problem. The Compromise Scheme proposed at Legco in year 2017 has left its noise enclosure around 100 m long opening, affecting Blocks 1 and 5 of Prosperous Garden which still borders the residents. After collective efforts of Susanne, owner's corporation, and residents to meet with the consultant of Highways Department and attending its site visit regarding this issue, the covered part of noise enclosure will be extended until it reaches area near CLP's Substation which is less populated.

中九龍幹線工程監督及隔音罩

中九龍幹線將令油麻地一帶車輛流量大增，尤其是影響駿發花園的空氣質素及噪音問題；可惜，2017年立法會的折衷方案仍未能令居民放心，因為在駿發花園第一座及第五座留有一個長達100米的開口。胡穗珊與業主委員會一同跟進，積極協助居民準備，並出席路政署顧問公司的實地考察及會面，提出近駿發花園加設全密封隔音罩，交流各種可行辦法。最終隔音罩的設計改善了，延長全密封的部份，將開口移至中電變電站離民居較遠的位置。

Suzanne will continue:

Monitoring the implantation of the Scheme by liaising with Highways Department, Fire Services Department and Environmental Protection Department on their approval of the Scheme to compile with the planned timeline of completing detailed plan by 2020 and commissioning its main work by 2025;
Advocate for increasing air quality and noise monitoring stations around the Prosperous Garden area to collect long term data for various departments taking related measures.
Request for public access of various issues related to the work project, such as data of settlement monitoring, temporary parking facilities, traffic and diversion or any impact from the construction of work.

阿珊將繼續：

跟進路政署【優化折衷方案】向運輸署、消防署、環保署等有關部門申請批核工程方案的情況，以期能於2020年完成詳細設計，及後申請撥款及施工，配合中九龍幹線主體工程於2025年同步完工；
要求增加空氣質素及噪音監測點，長遠監控駿發花園環保問題，加強各部門問責；
關注其他施工問題及匯報的透明度，例如：沉降監測點數據、臨時泊車設施設置、交通及改道安排，以及其他施工影響等。

"This building used to have a metal gate installed but it is broken now. Therefore people from outside could easily break-in, some may urinate or even defecate in the attic area. This has caused both hygienic and security threat to us. Although our building have CCTV installed, I wish the Scheme could also cover replacement cost of the main entrance’s metal gate for our safety. "

Safety and security facilities for old buildings

Advocate for the continuing and strengthening of “Project Safe Yau Tsim Mong”Building Security Improvement funding scheme carried out by Yau Tsim Mong District Council and District Fight Crime Committee (Yau Tsim Mong District).
Advocate for the expansion of the above scheme’s funding scope from installing CCTV and display panel to provide for the replacement and/or installation of metal gates at building’s main entrance.

推動油尖旺區議會及油尖旺區撲滅罪行委員會重推及加強「安居油尖旺」大廈保安設施改善工程資助計劃；
擴大資助範圍，除安裝閉路電視及監視屏外，增加加裝或更換鐡閘的項目。

Provide support measures to elderly and disables during lift replacement period

Provide temporary hostel or furnished housing to elderly and disabled persons during lift replacement period;
Provide door-to-door services such as grocery and daily supplies delivery, domestic and medical care to residence with reduced mobility.

升降機改善工程期間，為受維修影響的長者及殘疾人士提供配套齊全的臨時居所供選擇入住；
為有需要的居民提供買餸上門服務、家居護理及醫療支援，以解決迫切的需要。

Renewing our community by providing a better building maintenance scheme

Begin "Operation Building Bright 3.0" and expanding its scope on supporting a wider range of fire safety precaution facilities and allows application from buildings without owners' corporation.
Appeal to Buildings Department (BD), Food and Environmental Hygiene Department (FEHD) and Home Affairs Department (HAD) on increasing their support to water seepage problem, strengthen the Joint Offices for Investigation of Water Seepage Complaints' capacities : enhancing it's skills and equipments for detecting water seepage, effectively mediating between the parties involved for compensation, assist for applying repair subsidy, providing free legal advice, assist for preparing a Statement of Claim, consultation and advancing fee to notary public.
Lobby for the re-implantation of "Demand-led Redevelopment Project" from Urban Renewal Authority (URA) as a regular project for owners to redevelop their aged building; and to review its re-housing and ex-gratia allowance arrangement to eligible domestic tenants.
Monitoring the "Yau Mong Renewal Plan" of the URA by initiating community's participation and to ensure the Plan could balance between development and community's need for public space and facilities.
Opposing the redevelopment plan of government sites at Sai Yee Street into "Langham Place 2.0"(a 65 stories hotel and commercial buildings). Instead it should be used for community facilities such as park, clinic, sport venue, community center or child care facilities.

社區更新樓宇維修住得安心

啟動樓宇更新大行動3.0，擴大消防安全改善工程資助計劃支援範圍，並放寛申請資格至未成立業主立案法團之樓宇；
要求屋宇署、食環署及民政署加強滲水問題支援工作，提升滲水投訴調查聯合辦事處滲水測試技術及設備，並協助居民調解、追討及申請維修資助，例如：免費法律諮詢、申索賠償文書及顧問服務、墊支公正行費用等；
爭取市區重建局重推及恆常化需求主導重建項目，協助樓宇條件惡劣的舊樓業主重建居所，並檢討協助合資格的住宅租戶的安置配套及特惠現金津貼的發放；
關注巿區重建局的「油旺重建計劃」，提高居民的參與共並反映意見，確保重建項目能平衡地區發展與居民使用公共空間及社區設施的的需要；
反對洗衣街水務署和食環署用地興建朗豪坊2.0 (65層高酒店及商廈)，要求該政府用地興建更多公園、醫療設施、運動場地、社區中心和託兒中心等設施。

Combating illegal parking, obstruction of public places and noise problem

Step up law enforcement actions regarding street obstruction, holiday illegal parking; Provide parking spaces near Reclamation Street to lessen its obstruction caused by illegal parking
Mobilize the Working Group on Concern for Yau Ma Tei Fruit Market in the District Council to include various stakeholder, such as residents, vendors, representative of transport and logistics, cleaning worker, social worker and officers from related government departments, to work out measures and solutions on various issues in Fruit Market, such as garbage,
Propose “noise census”in Yau Tsim Mong district in identifying different types of noise and their source for effective measures of noise reduction. Beside of the commonly used noise enclosures, the study should also look for alternative measures such as noise reduction construction materials, soundproofing technology, noise reducing road surfacing, noise triggered traffic camera, better planning of road and parking area, setting up of regular noise monitoring spot.
Step up law enforcement measure of cross boundary coach illegal parking, noise problem, obstructing pedestrians to restore a safe and peaceful community.
Relocating cross boundary coach stop into place with better planning. Such as government sites at Sai Yee Street.

打擊違泊、阻街和噪音問題

加強檢控果欄外貨物堆積行人路、假日違迫的私家車，劃定指定的停車位置避免阻塞新填地街；
倡議在區議會關注油麻地果欄工作小組中引入不同持份者的對話及協作平台，包括居民、商販、運輸界、清潔工人、政府相關部門及社區工作者，共同解決如減少垃圾、改善路面狀況、窩8大廈支柱外層雲石損毀、噪音、車輛停泊等問題，商討平衡社區及商販需要的良好營運手法；
研究進行油尖旺區「噪音普查」，以整全的計劃及措施協助改善區內不同類型的噪音問題，除傳統隔音屏障，探討區內應用低噪音建築設備、靜音科技、新式可消減噪音的路面材料、聲音照相系統﹙針對行駛中噪音車輛、改裝車﹚、交通及停車位置規劃等，並爭取設立恆常噪音監測站；
加強打擊油尖旺區內跨境巴違泊和巴士站噪音、阻礙行人等問題，還居民安全和寧靜的社區；
儘快把跨境巴士站搬遷到有規劃的位置，例如洗衣街政府用地。
