When Unemployment Benefit has to be extended to massive number of unemployed, it would be beneficial to tie the benefit with free training for Nursing Aids, which otherwise costs money and time. This will achieve the following:
Provide alternative job opportunities in medical care field in rapidly aging society
Expand the medical care reserve personnel in case of pandemic, where care workers are needed in isolation facilities, or to substitute overworked care workers in medical or nursing facilities, or to replace home health aids who cannot provide service during pandemic.
