Judge Sebastian was a member of the sixth Philippine Legislature as Representative from the second district of Cagayan, 1922-25, and was later elected Provincial Governor of the same province. He was appointed Judge-at-large on February 1, 1933, and promoted to his present position on Judge of the Court of First Instance, sixteen Judicial district Judge, Court of First Instance of Iloilo. An Anti and is now a Nacionalista by political Affiliation and a Roman Catholic by religion.
