To qualify for final rounds and podium, you have to film your solves. The videos should be uncut. If you don't think you will make finals/podium, filming your solves is unnecessary. We will review the footage you send.

For the most part, yes. Try to follow as many regulations as possible. This means no headphones, no front facing cameras, 15s inspection, etc..
