COOPEUS (US) and COOP+ (EU) Providing Collaboration Among Environmental Research Infrastructures

Meeting Purpose

This meeting is a joint effort between a NSF project called COOPEUS and a EU one called COOP+. Both initiatives share a common goal: promoting cooperation among environmental RI’s in order to make them more useful for scientific communities and policy makers when addressing global environmental challenges.


We hope to achieve the following:

  • To agree on the appropriate role for governance to support the common goal.
  • Based on the definition of the role, to develop a strategy for the future governance of cooperation (both EU COOP+ and US COOPEUS) among environmental research infrastructures.
  • Propose specific next steps and actions


This meeting is organized in three sections:

  • US COOPEUS activities: SCB, current projects, etc.
  • EU COOP+ activities: open board, ERL special issue, etc.
  • Discussing how to join activities coming from both existing initiatives

10:45 - 11:30 EU COOP+ activities. 1st Open board meeting.

  • COOP+ project: Francisco Bonet (5 min). General overview.
  • COOP+ open board: Laura Beranzoli (15 min) presentation of the activities related to the Open Board, Role of the Chair of Open Board, relevance of the SRIA in the collaboration among RIs.
  • COOP+ SRIA (Strategic Research and Innovation Agenda): Diarmuid Ó Conchubhair (10 min, Skype) Initial inputs to SRIA building
  • Special issue in ERL (Environmental Research Letters) on “New scientific capabilities to address global challenges”. Francisco Bonet (5 min)


11:30 - 12:00 Discussion on joint activities between both initiatives

  • Shared objectives and activities between COOPEUS SCB and COOP+ Open board
  • Governance of the SCB and Open Board.
  • Next steps

v. international, some current members, others who want to join TERN, CERN, iLTER etc

        1. joint US/EU integration of these e-infrastructures and stepping up for private/public enterprise
          1. Ari – European e-open infrastructures is crucial, almost anything done in Europe must be done with that.

vii. address and integrate e-infrastructure to advance science while providing economic level tool/data sets

i. Out of cycle/mis-matched cycle of funding

    1. Role of SCB in first round of CoopEUS

i. Tim – coordinate on US side THEN coordinate on the EU side before we start to bridge the two.

ii. Hank - The ladder structure from the original document doesn’t really work now.

iii. Ketil – Unclear who he’s speaking on behalf of, CoopEUS or Coop+. EU CoopEUS funding has ended but Coop+ has started so not sure how those efforts overlap.

        1. Catch up, highlight accomplishments, what has been done to date, go over road map items, summary of where things stand now
        2. Overview of landscape, geared towards having relevant parties/organizations agree how/where CoopEUS fits in (RDA, World Data System, etc), where we see each other currently and where we see each other moving forward

ii. Afternoon session

        1. Moving from past to future vision, analysis of what worked what didn’t, what’s missing, is mission the right driver for what SCB might do
    1. Day 2

i. How do we need to restructure? Summarizing and identify clear next steps

ii. Ketil – at the end of agenda point out what we want to do and what we can do.

  1. Current projects out of the SAVI
    1. Phenology contract ongoing
    2. Contract through UNAVCO for Integrated workflow structures, currently turned into big data hub proposal (submitted)
    3. Concept of integrating data on these fronts resonates with
