I earned my bachelor's degree from California State University, Fullerton and also hold an Accreditation in Public Relations through the Public Relations Society of America.
What sparked your interest in the water industry?
It was an exciting opportunity where I could combine my interests in education, public relations, and event planning with something that is of importance to my whole community. Ensuring water and sewer service is all for the community good!
Please explain how you obtained your position at EVMWD:
I discovered the job opening through the Public Relations Society of America Inland Empire Chapter, of which I am a longstanding member, and decided to pursue this great position.
How long have you worked for EVMWD?
10 years.
What advice would you give to students interested in your field?
Find what appeals to you and pursue it. As a teenager, I loved theater, writing and English. My love of these fields led me to large event planning and marketing. Throw in a desire to work in something for the good of the community, and I found a sweet spot!

Jazmine Molloy – GIS Solutions Specialist & Software Development Manager

Over the past 15 years Ms. Molloy has served in a variety of operational and logistical project management capacities both nationally and internationally. The past 6 at Eagle Aerial Solutions her focus has been specifically in GIS based web solutions for water management and conservation purposes. Jazmine oversees the coordination of Eagle’s efforts in connection with the state-wide, residential irrigated vegetation analysis project being conducted on behalf of State of California’s Department of Water Resources. She also served as project manager for the development of the web-based “Verification Portal” that Eagle created for use by water districts throughout California in assessing the accuracy of residential irrigated vegetation dataset being generated by DWR. Jazmine oversaw the research, design, and development of a GIS based water conservation software platform, “WaterViewTM”, that allows water districts to combine a variety of datasets in order to assess and manage water conservation efforts at the district and individual customer level.
Other relevant projects include extensive land cover mapping and forest vegetation classification. Here Jazmine managed technical teams that created forest type maps, focused on the distribution of forest type, size and density of the vegetation across the client’s ownership. For these projects a custom forest classification schema was created utilizing 4-band imagery, LiDAR and additional data collected in the field to delineate the forest and land cover types. Final deliverables included a high-resolution existing vegetation type (EVT) map, Canopy Height Map, Bare Earth DEM, Slope, Aspect, Hill shade, Tree segmentation, and a full database of imagery and ancillary data used to develop mapping products.
