Since 1949, the St. Charles Jaycees have provided leadership development opportunities that empower the young professionals in our local community. Our chapter has nearly 70 members between the ages of 18 and 40.
Throughout the year, you might find us volunteering with local nonprofits like the Boys & Girls Club, MO Better Foundation, Marcy’s Project, or St. Charles County Library Foundation. Or sharpening our project management and fundraising skills while operating the beer booth at Riverfest. Other times you could see us enjoying dinner as a group at a local restaurant for our International Dining Club.

The St. Charles Jaycees are a local chapter of the Missouri Jaycees, the national organization JCI USA, and the Junior Chamber International (JCI). We are a leadership development organization for young professionals age 18-40.
Hello everyone,
My name is Dustin Groeblinghoff, and I am honored to serve as the 2026 Chapter President of the St. Charles Jaycees. I have been an active member since 2022, contributing in roles ranging from supporting beer booths and fundraisers to chairing Oktoberfest this past year. Outside of the Jaycees, I enjoy staying active through exercise, listening to music, and spending time outdoors whenever I can.
As President, my goal is to give back to the community that has supported me so generously. I am committed to fostering an environment where members feel encouraged to take risks, grow through experience, and support one another—both in success and in failure. I hope to carry forward the spirit of leadership and service that the Jaycees embody, empowering our members to make a lasting, positive impact in our community.
Dustin Groeblinghoff
2026 Chapter President

I'm (Dr) Julia North- full time pediatric and prenatal chiropractor at Amplify Life Chiropractic. Part time high jump and pole vault coach at FZE. Avid volunteer . I joined the St Charles Jaycees in 2021 after finding out about all the awesome opportunities the group has and wanting to dive in and make friends!
Since joining, I've chaired several events including Oktoberfest and Craft nights as well as served on the Board as Secretary, Membership VP and now Business VP. If you're looking for a group of cool cats to serve the community with and have fun while doing it, we would love to meet you!
Hi! I'm Karan, Real Estate Investor turned Real Estate Agent that specializes in the areas of house hunting, buyer agency, and identifying the risks associated with home ownership. Besides residential real estate purchase I also help clients in commercial purchase, sale and leasing.
I first became familiar with Jaycees in early 2025 and truly loved the reasons for which it exists. I wanted to get more involved in my community while continuing to grow as a leader and professional. The Jaycees provide meaningful opportunities to give back, build leadership skills, and connect with motivated people who care about making a difference locally. Being part of an organization that values service, development, and teamwork allows me to contribute in a way that’s both impactful and rewarding.
Hey friends!
My name is Courtney Spell and I am your 2026 Individual Development VP. Though I have only been with the Jaycees for a year I look forward to helping facilitate some fun & educational events for the members.
I grew up in the Wentzville area and went to Lindenwood University where I graduated with a BA in Nonprofit Administration. I currently work as an Event Planner at the St Charles Convention Center. In my personal time I spend as much time as I can with friends, my puppy, or at the lake.
I joined the Jaycees back in 2024 as a way to build connections (as it’s so hard making friends as an adult haha) while also serving my community. I joined the board on 2025 very eager as I volunteered to hold secretary as well as VP Community as the prior elected individuals no longer could support their roles. I also co-chaired one of our biggest fundraisers in 2025 which was our beer booth at Oktoberfest in Frontier Park.
When I am not attending or planning a Jaycees event, I love to hang out with friends, read a good book, hike some amazing trails and always available for a game night.
Hi! I'm Rachael. If you’ve ever spent time researching how to make meaningful connections in your 30s while giving back to the community, then we are on the same page. That is how I found the Jaycees, and I’m excited to be serving as your VP of Public Relations!
I’m a St. Louis native and a first-gen college grad who started out in higher education before finding my groove in the tech world. Working from home full-time means I’ve had plenty of time to expand my indoor jungle of houseplants and hang out with my deaf dog, Branson.
When I’m not busy with work or Jaycees projects, I’m usually out on an adventure. Whether I’m hiking, traveling somewhere new, hitting my weekly dance fitness, roller skating, or catching a local concert, I’m all about movement. I’m an avid reader and I’m currently counting down the days until my first book is published this August.
I’m always looking for ways to help our community thrive. If you see me around, let’s talk about books, plants, and building community.
Hailey Phillips, owner of Fearless Accounting, is a North Carolina native who made Missouri home in 2020. She and her two children enjoy being part of the community, making memories together, and finding new ways to get involved locally. Through her business, Hailey is passionate about helping others feel more confident and empowered. She is proud to contribute her time and talents to an organization focused on leadership development, community impact, and meaningful connection.
Hello, my name is Salvador Astorga, I go by Sal, I am 26 years old and was born in Arizona. I moved to Missouri in June of 2024 & have lived here since. I joined the Jaycees as a way to grow and make connections with people in an area that was all new to me. I was introduced to the group through Emily, our current State Liaison, during Riverfest of 2025 & had a great time helping out and getting involved. Being part of the organization has been a nice experience for me and has given me the chance to help develop the community while still giving myself the opportunity to learn & grow as an individual.
I serve as the State Liaison for the St. Charles Jaycees, where I’m passionate about connecting our chapter with opportunities across the Missouri Jaycees. I also serve on the state team as the PR/IMPACT Manager, where I focus on communication, storytelling, and highlighting the incredible work our members are doing across the state. Together, these roles allow me to help strengthen connections, keep members informed, and promote meaningful engagement at every level of the organization.
Outside of Jaycees, I’m a Special Education teacher who loves helping others grow and succeed. Building meaningful relationships and creating inclusive, welcoming environments is at the heart of everything I do.
When I’m not volunteering, you can usually find me on the water, crafting, or chasing my next adventure. I’m incredibly proud to serve in these roles and excited to support others in making the most of their Jaycee journey.
Hi, I’m Scout Adams! I’m a Recreation Program Manager specializing in aquatics and special events, and I truly enjoy creating opportunities for people to connect and have fun. Whether it’s coordinating community events or supporting our aquatic programs, I’m grateful to play a small part in bringing people together.
When I’m not working or volunteering, you can usually find me outdoors—deer hunting in the fall, hiking new trails, camping under the stars, or heading out on my next adventure. I enjoy exploring new places and making memories along the way.
I believe in keeping a healthy balance between work and play and value the simple moments that come with spending time outdoors.
