PADMA SHRI ASHOK KUMAR BISWAS (ART, BIHAR)
In the vibrant lanes of Patna, Bihar, lived Ashok Kumar Biswas, a man whose name became synonymous with the revival of the ancient Tikuli Art. Born into a family steeped in artistic tradition, Ashok Kumar's childhood was coloured with the intricate designs and vivid hues of this unique glass-painting craft.
Despite the waning interest in traditional arts, Ashok Kumar's dedication to Tikuli Art never diminished. He painstakingly preserved the age-old techniques while infusing new life into the designs, ensuring their relevance in the modern era. Overcoming financial struggles, he mastered the art at Shilp Anusandhan Sansthan under guidance from luminaries like Shri Upendra Maharathi. Transforming Tikuli into a vibrant folk painting, he trained 8,000 women, fostering empowerment. His art has represented India globally and gained prestigious placements in museums and government offices. Honoured with numerous awards, his legacy champions Bihar’s cultural heritage.
Ashok Kumar's efforts to keep Tikuli Art alive did not go unnoticed. The Indian government honoured him with the prestigious Padma Shri award, recognizing his significant contribution to India's cultural heritage. This accolade was a tribute not only to his talent but also to the enduring legacy of Tikuli Art that he so passionately safeguarded.

PADMA SHRI PURNIMA MAHATO (SPORTS, JHARKHAND)
In the industrial city of Jamshedpur, Jharkhand, Purnima Mahato emerged as a beacon of excellence, forever etched in the annals of Indian archery. Born on August 15, 1976, into a supportive family, her childhood was characterized by an unquenchable curiosity and a humble homemade bow that ignited a lifelong passion for sport.
Undeterred by limited resources, her unwavering determination paved the way for her remarkable journey. In 1987, she began formal training at the prestigious Tata Archery Academy, where her talents flourished under the guidance of expert mentors. Representing India in esteemed events such as the Asian Games and Commonwealth Games, she amassed numerous accolades, including the title of Best Player at the 1994 National Games, where she achieved an astonishing six gold medals.
Upon retiring from competitive archery, Purnima embraced a new mission: mentoring the next generation of archery champions. For more than two decades, she devoted herself to transforming Indian archery, guiding luminaries like Deepika Kumari and Dola Banerjee and empowering countless athletes to achieve prominence on the global stage.
Her extraordinary contributions were recognized with the prestigious Dronacharya Award on August 29, 2013, a fitting tribute to her enduring legacy. On April 22, 2024, the President of India honoured her with the Padma Shri.

PADMASHRI TAKDIRA BEGUM (ART, WEST BENGAL)
In the tranquil heart of Birbhum, West Bengal, Smt. Takdira Begam stands as a pioneering force, playing a key role in the revival and vibrant resurgence of Kantha embroidery. Born on 13 November 1953, Smt. Begam’s early life was marked by simplicity, with her schooling limited by financial constraints. Despite this, her deep passion for needlework emerged in her leisure time, eventually blossoming into a lifelong commitment to Kantha, a traditional hand-embroidery craft. Smt. Begam wholeheartedly dedicated herself to preserving and revitalizing the timeless craft of Kantha embroidery, infusing it with fresh creativity. Through meticulous practice and creative exploration, she transformed simple needlework into a dynamic art form, ensuring its relevance in the modern world. She received formal training under the guidance of seasoned artisans, further honing her skills.
For over three decades, Smt. Begam has empowered rural women by training 250-300 artisans in the art of Kantha embroidery. Her efforts have provided these women with financial independence, lifting them out of poverty and enabling them to support their families. Smt. Begam’s work has not only represented India at various prestigious national and international exhibitions but has also found a place in government institutions and museums across the world. Smt. Begam has participated in several prestigious workshops and exhibitions, including those at the Chhatrapati Shivaji Maharaj Vastu Sangrahalaya, Kamla Raheja Vidyanidhi Institute, and IITC in Mumbai. She showcased her work at notable events like the Golden Jubilee of Indian Independence at Dilli Haat (1997), the Indian Handicrafts and Gift Fair (2014) and international exhibitions in Dubai (2002), Italy (2006), and Hungary (2010). Smt. Begam regularly participates in exhibitions such as The Master Creation, Paramparik Karigar, and Dastakar Exhibitions in New Delhi.
Her exceptional craftsmanship has earned her numerous awards, including the State Award (1995-1996), National Merit Certificate (1995), National Award Certificate (1996), and the Shilp Guru Award (2009). She was conferred with the Padma Shri award in 2024. Her story exemplifies the power of passion and perseverance, ensuring that the rich heritage of Kantha embroidery continues to thrive for future generations.

FELICTATION OF VEER NARIS
NAIB SUBEDAR SOMBIR SINGH SHAURYA CHAKRA (POSTHUMOUS)
Naib Subedar Sombir Singh hailed from Mithi village in the Bhiwani district of Haryana. After completing his schooling, he joined the Army in 2001. He was inducted into the 8 Jat Battalion of the Jat Regiment, an infantry regiment renowned for its valiant history. By 2019, Naib Subedar Sombir Singh had served for approximately 18 years and had gained extensive experience working in various insurgency-affected areas.
In 2019, his unit, the 8 Jat Battalion, was deployed in the Kulgam district of Jammu and Kashmir, a region heavily impacted by terrorist activities.
The soldiers of his unit had to frequently engage in anti-terror operations. In February 2019, Naib Subedar Sombir Singh participated in a cordon and search operation as part of the Rashtriya Rifles Battalion. During the operation, he and his companion covered the escape routes of the suspects. In an attempt to break the cordon, terrorists opened heavy fire and lobbed grenades. Naib Subedar Sombir Singh confronted a fleeing terrorist, engaging in close combat, and eliminated a high-value foreign terrorist classified as “A+ category.” In the process, he sustained severe injuries and attained martyrdom in the operational area.
For his exceptional bravery, dedication to duty, and supreme sacrifice, Naib Subedar Sombir Singh was posthumously awarded the “Shaurya Chakra.” He is survived by his mother, Mrs. Rajendra Devi, his wife, Mrs. Suman Singh, two daughters and a son.

SEPOY HARI SINGH SHAURYA CHAKRA (POSTHUMOUS)
Sepoy Hari Singh was born on August 15, 1993, in Rewari, Haryana. He was the third among five siblings and the son of former soldier Agadi Singh. Hari Singh joined the Grenadiers Regiment’s 20th Battalion in 2011 at the young age of 18. By 2019, he had served for nearly eight years. After serving in his parent unit for a few years, he was deputed to the 55 RR Battalion, which was engaged in counter-terrorism operations in Jammu and Kashmir.
In February 2019, Sepoy Hari Singh participated in a search operation. During the search, terrorists opened indiscriminate fire, injuring him. Despite his injuries, he displayed extraordinary courage, immediately returning fire, killing one terrorist and injuring another. At the age of just 26, Sipahi Hari Singh achieved martyrdom, fighting valiantly against terrorists with unparalleled bravery and determination. For his exceptional valour, dedication and ultimate sacrifice, Sepoy Hari Singh was posthumously awarded the “Shaurya Chakra.” He is survived by his wife, Mrs. Radha Bai and his son, Lakshya Chauhan.

SEPOY VIKRAM SINGH SHAURYA CHAKRA (POSTHUMOUS)
Sepoy Vikram Singh was born on March 15, 1983, in Rewari, Haryana. After completing his schooling, he joined the 17th Battalion of the Rajput Regiment, a renowned infantry regiment, in 2002 at the age of 19. Later, in December 2012, he was deputed to the 44 Rashtriya Rifles Battalion, which was engaged in counter-terrorism operations in Jammu and Kashmir.
On April 25, 2014, Sepoy Vikram Singh participated in a search operation in a village in Shopian district, Jammu and Kashmir. Assisting his company commander, he helped place demolition charges in a suspected house while providing cover and putting himself at great risk. Displaying exceptional courage and determination, Sepoy Vikram Singh moved with his commander toward the terrorists’ hideout. During the engagement, his commander was severely injured. Sepoy Vikram Singh, despite being wounded himself, stepped forward to shield his commander.
A third terrorist, sensing danger, opened indiscriminate fire, injuring Sepoy Vikram Singh. Undeterred by his injuries, he continued to fight and eliminated the terrorist at close range. In this fierce encounter, Sepoy Vikram Singh sustained critical injuries and achieved martyrdom. For his extraordinary bravery and supreme sacrifice, Sepoy Vikram Singh was posthumously awarded the “Shaurya Chakra.” He is survived by his wife, Mrs. Sushila Devi, and his son, Abhishek.

RFN DAVINDER SINGH SHAURYA CHAKRA (POSTHUMOUS)
Rifleman Devinder Singh’s life exemplifies the legacy of valiant soldiers in the Indian Army. On June 26, 2003, during a daring operation in the Kashmir Valley, he achieved martyrdom, but his bravery and dedication to duty remain immortalized in the annals of the Indian Army’s history.
Rifleman Devinder Singh was part of a cordon and search operation aimed at tracking terrorist activities and identifying their hideouts. During the operation, terrorists suddenly launched a fierce attack, opening indiscriminate fire. The situation became extremely perilous, but Rifleman Devinder Singh prioritized his duty over his life. Confronting the terrorists head-on, he displayed exceptional combat skills and killed three terrorists. His unparalleled courage inspired his comrades and demonstrated the unwavering spirit of an Indian soldier.
Despite suffering severe injuries from heavy gunfire, Rifleman Devinder Singh continued to fight valiantly until his last breath. His actions thwarted the terrorists’ malicious intentions and saved the lives of his fellow soldiers.
For his unmatched bravery, steadfast dedication and ultimate sacrifice, Rifleman Devinder Singh was posthumously awarded the “Shaurya Chakra.” His story inspires us to face challenges with determination and never waver from our duty. Rifleman Devinder Singh’s sacrifice and valour uphold the highest ideals of the Indian Army and will remain a beacon for generations to come.

Shaheed Sepoy Tarun Bhardwaj
Sepoy Tarun Bhardwaj was born on January 1, 2001, in Bhondsi village of Gurugram district, Haryana. He was the son of Naib Subedar Nandkishore Bhardwaj and Mrs. Manjuraj Devi. From a young age, he aspired to serve in the armed forces. After completing his schooling at Vidya Niketan Senior Secondary School, Alipur, Sohna, he fulfilled his dream and joined the Army on March 14, 2020, at the age of 19. He was inducted into the 16 Rajput Battalion of the Rajput Regiment, the same battalion in which his father had served before retiring in 2001.
In 2021, Sepoy Tarun Bhardwaj’s unit was deployed in the Batalik Sector of the LOC in Ladakh. This sector, one of the most challenging regions in the Kargil area, subjected soldiers to extreme cold and perilous conditions at an altitude of over 19,000 feet. On September 9, 2021, while on a patrol in the snow-covered terrain, an avalanche struck, burying the patrol team under the snow. Sepoy Tarun Bhardwaj, trapped under heavy snow, could not be rescued due to prolonged exposure to freezing conditions. Sepoy Tarun Bhardwaj was a brave and dedicated soldier who sacrificed his life in the line of duty at the tender age of 20.

BRIGADIER PREMJIT SINGH PANESAR SOCIAL WORK, DELHI
In the sprawling metropolis of Delhi, where the skyline pierces the heavens and the streets teem with ceaseless activity, a quiet symphony of benevolence plays out each day. This is the story of an extraordinary endeavor—a confluence of altruism and resolute determination—embodied by Veerji da Dera, a sanctuary of solace for the city’s destitute. Since its inception in 1989 by the late Trilochan Singh, this noble mission has been a lifeline for the marginalized. At its helm today stands Kamaljeet Singh Panesar, a businessman whose spirit of magnanimity transcends material pursuits. Alongside an army of selfless volunteers, he ensures that thousands of famished souls receive not just sustenance but also the dignity that poverty often strips away.
The essence of this enterprise lies in its simplicity—a meal composed of two handmade breads, a bowl of lentils, and a cup of tea. Yet, for the multitudes who congregate daily at seven strategic locations across the city—from the bustling lanes of Chandni Chowk to the serene environs of Tilak Nagar—this humble repast is a lifeline, their first and often sole nourishment of the day. The initiative is nothing short of remarkable in its self-sufficiency. On 70 acres of farmland leased in the Delhi-NCR region, the group cultivates wheat, rice, mustard, and bajra, alongside rearing cattle to provide essential ingredients for their kitchens. This agrarian backbone exemplifies the foresight and resourcefulness that underpin their mission. However, Veerji da Dera extends its compassion beyond the culinary realm. It offers rudimentary medical care to the ailing, with doctors stationed at key sites such as Chandni Chowk and Nigambodh Ghat. At their old-age home in Tilak Nagar, state-of-the-art facilities, including X-ray machines, are employed to care for the severely unwell. When cases surpass their capacity, patients are transported to public hospitals, and upon recovery, some find refuge within the old-age home’s comforting embrace. What is most striking about this initiative is its profound humility. There are no elaborate accounts or corporate sponsorships; instead, the enterprise thrives on the goodwill of ordinary citizens who donate food grains and other essentials. As Kamaljeet Singh asserts, “We do not solicit funds; we accept what people choose to give.”
Even in death, these Samaritans provide dignity. From cremating unclaimed bodies after the Sarojini Nagar blasts in 2005 to ensuring that the homeless pass away with respect, their compassion knows no bounds. The volunteers, professionals from diverse walks of life, epitomize the harmony of vocation and vocation. Vinod Goel, one such altruist, proudly declares, “We are all professionals; no one is nikkama (useless) here.” Their dedication, unfettered by the constraints of time or resources, reflects an unwavering commitment to the cause. Ravinder Singh, a pharmacist and long-time participant in this noble endeavor, recollects how his journey began. Inspired by Trilochan Singh’s selfless acts—cleaning wounds and tending to the forgotten—he embraced the opportunity to serve. Today, alongside his wife, he continues to uphold this legacy of compassion. In a city that often prioritizes progress over humanity, Veerji da Dera is a poignant reminder of the enduring power of kindness. Their actions, untouched by governmental aid yet profoundly impactful, stand as a testament to the indomitable spirit of community. As Kamaljeet Singh aptly remarks, “We are, in our own way, assisting the government.”
Indeed, in the shadow of Delhi’s relentless development, the echoes of this quiet revolution reaffirm that the essence of charity lies not in grand gestures but in the steady, unyielding resolve to uplift the downtrodden. Syed Abdul Rahman, fondly known as Rahman Saab, is a legendary figure in Indian football. Born in Hyderabad in 1911, he showcased exceptional talent from an early age, rising to prominence with the Hyderabad City Police football team. Under his captaincy, the team dominated Indian football, and his leadership inspired countless players.
Rahman’s defining moment came during the 1948 London Olympics, where his remarkable performance, despite India’s loss to France, earned global admiration. Renowned for his attacking style and strategic brilliance, he later became a coach and mentor, shaping the future of Indian football. In recognition of his unparalleled contributions to the sport, Rahman was honored with the Padma Shri in 1990. His inspiring journey also became the subject of a Bollywood film, celebrating his legacy as a pioneer who elevated Indian football to new heights.

Surinder Ji Randhawa, the former Vice Principal of Salwan Girls Senior Secondary School, this award is a tribute to her enduring legacy as an educator par excellence. The Randhawa Award, presented annually to the most outstanding Post Graduate Teacher across the Salwan Education Trust’s schools, carries with it a citation and a cash prize of Rs. 50,000, underscoring the trust’s unwavering commitment to fostering academic excellence and honoring pedagogical brilliance.
This year, the esteemed award was bestowed upon Dr. Shilpa Raghuwanshi, PGT, Biotechnology, from Salwan Public School, Rajendra Nagar, in recognition of her exemplary contributions to education, her unwavering dedication, and her remarkable ability to inspire intellectual curiosity in her students. Amidst a resounding ovation, Shri G.S. Randhawa and Shri Dipinder Singh Randhawa graced the stage to felicitate Dr. Shilpa Raghuwanshi. Dr. Shipla mentored three nationally recognized award-winning projects: Plastoscope, Socks Pairing Device for the Visually Impaired, and Engineered Larvaecidal Cake from Waste Cigarette Butts, honored by the National Innovation Foundation and NITI Aayog, Government of India. Secured two national awards for innovative pedagogies from the Ministry of Education and NCERT. Dr. Shipa received funding of ₹1,75,000 from the School Innovation Council, Government of India. Collaborated with premier research institutes including PUSA, NIMR, and NICPR-ICMR. Authored six international and ten national publications. Achieved national selection in Vidyalaya 2.0 and was honored as the Delhi State Awardee in 2023.

The main aim of the exhibition was to honour his unparalleled contributions to industry and philanthropy. The exhibition showcased a series of creative artworks that highlighted Tata's contributions to industry and leadership.
