I am a Research Fellow at the Institute of Economics, Academia Sinica. Previously, I served as a Senior Economist at the International Monetary Fund—first in the Research Department (2010–2014) and later in the Fiscal Affairs Department (2018–2021). Before joining the IMF, I worked for two fiscal agencies of the U.S. Congress: the Joint Committee on Taxation (2004–2007) and the Congressional Budget Office (2008–2010). I have also taught at several institutions, including the IMF–Singapore Regional Training Institute, National Sun Yat-Sen University in Kaohsiung, and John Carroll University in Cleveland. Originally from Kaohsiung, Taiwan, I hold an M.A. in Communication Management from the Annenberg School for Communication and Journalism at the University of Southern California (1995), and both an M.A. and a Ph.D. in Economics from Indiana University (1999 and 2003). My research focuses on the macroeconomic effects of fiscal policy, fiscal foresight, fiscal–monetary policy interactions, and fiscal policy challenges in low-income developing countries, including the management of volatile aid and natural resource revenues.
