Curriculum Vitae
I am a Research Fellow at the Institute of Economics, Academia Sinica and was previously a Senior Economist at the IMF (Research Department, 2010-2014; Fiscal Affairs Department, 2018-2021). Before joining the IMF, I worked at two fiscal agencies in the U.S. Congress (the Joint Committee on Taxation, 2004-2007; Congressional Budget Office, 2008-2010). I also taught at various institutions, including the Singapore Regional Training Institute of the IMF, National Sun Yat-Sen University in Kaohsiung, and John Carroll University in Cleveland. Originally from Kaohsiung, Taiwan, I received my M.A. in communication management from the Annenberg School for Communication and Journalism at University of Southern California (1995) and M.A. and Ph.D. in economics from Indiana University (1999 and 2003). My research focuses on the macroeconomic effects of fiscal policy, fiscal foresight, fiscal and monetary policy interaction, and fiscal policy issues in low-income developing countries, including managing volatile aid and natural resource revenues.
