On April 22, 2024, the U.S. Environmental Protection Agency (EPA) awarded the Texas Solar for All Coalition $249.7 million to help increase access to solar for residents with low incomes or who reside in disadvantaged communities in Texas. This historic grant aims to reduce their energy burden and greenhouse gas emissions related to electricity use and increase access to solar financing across the state.
Coalition Members
The Coalition is a collaboration of major municipalities and nonprofits with programs that benefit community members from all backgrounds, including persistent poverty areas and environmental justice communities. The members of the Coalition are:

City of Austin/Austin Energy
City of Waco
City of Houston
Opportunity Home San Antonio
Clean Energy Fund of Texas (statewide single-family program)
Texas Energy Poverty Research Institute (programs in Laredo, El Paso, & Brownsville)
Houston Advanced Research Center (programs in Port Arthur, statewide multifamily, Hub Homes/Community Hubs, and Tarrant County).
How will funding be used?
The funding for Texas Solar for All Coalition will be allocated primarily to Financial Assistance for Solar programs, battery storage, and “enabling upgrades” like rooftop repair and energy efficiency to reduce demand for solar. Less than 25% of the funding for Texas Solar for All Coalition will be allocated to workforce development, community engagement, technical assistance, and program administration support.
