In order to improve safety and reduce congestion in the I-80/I-680/SR-12 corridor in Cordelia, the Solano Transportation Authority (STA), and Caltrans have collaborated to develop a new interchange design split into seven packages.
$150 million has been dedicated to the project from Regional Measure 3 funds.
Package 1 mainly oversaw the construction of a new Green Valley Road overpass across I-80 along with a new connector road that connects I-80W to SR-12W.
This package was completed in 2016.
Package 2 will see the construction of a new connector from SR-12E that will connect to I-80E, along with new exits from SR-12E and I-80E to reach Green Valley Road.
Construction is expected to begin in sometime in 2020 after the California Transportation Commission votes to allocate funds for the project's construction during their 12-13 August 2020 meeting.
Due to an unexpected $16.7M cost increase as a result of soil conditions and drainage requirements, STA will reprogram $16.7M planned for the I-80 Express Lanes project to fund the construction of the interchange. This cost increase would have been covered by Regional Measure 3 (RM 3) funds, but due to ongoing litigation, the funds cannot be given at this time. Once the litigation is settled, the funds will be used to pay for the Express Lanes instead.
Package 3 will see:
the construction of a new two lane I-680S interchange
the realignment of Lopes Road
the creation of a partial interchange at Red Top Road.
This package will also prepare for the realignment of I-680N in package 4.
The project's right-of-way acquisitions (i.e. business relocation, demolitions, utility relocations) are funded by RM 3. The construction of this package will not happen without funding from the SB 1 gas tax.
Package 4 will see:
the construction of a new connector from I-680N to SR-12 and I-80E
the removal of Neitzel Road
the widening of I-80W
new off-ramps at I-80W and Green Valley Road
new ramps at I-80E and Green Valley Road
new on-ramp at I-80W and Suisun Valley Road

the connection between Business Center Drive and Red Top Road
