The Solano Transportation Authority (STA), the Metropolitan Transportation Commission (MTC), and Caltrans are working to construct 36 miles of express lanes on I-80, similar to the ones in Contra Costa and Alameda counties. These toll lanes would be split into two segments: a west segment going from Red Top Road to Air Base Parkway that would repurpose existing HOV lanes, and an east segment that would construct new toll lanes from Air Base Parkway to I-505 in Vacaville.
Like other toll lanes in the Bay Area, these new lanes would require the driver to have FasTrak or FasTrak Flex in their car to pay the toll. Drivers with FasTrak Flex would be able to drive in the toll lane for free.
Solano Transportation Authority staff are currently seeking funding for this project. The project is shovel-ready, meaning that when the money is obtained, construction can begin immediately.
The Solano Transportation Authority is now proposing to construct the project in two phases. The first phase will construct new High Occupancy Vehicle (HOV) lanes from Air Base Parkway to I-505. The second phase will see the installation of the tolling mechanisms from Red Top Road to I-505.
STA is proposing to fund the first phase through Senate Bill 1 (SB 1) funds, commonly known as the gas tax, bridge tolls, and Statewide Transportation Improvement Program (STIP) funds. The second phase will be funded using Regional Measure 3 (RM 3) funds once the money is available.
