First perk, Precision Handling. Hitting a headshot (0.1s cooldown) increases speed of your next reload by 7% (max 35%) and resets after reloading. The largest mag on a sniper is 15 (not counting Vacuum) while the smallest is 4. At a mininum, you are looking at 33% HS rate to get maximum benefits. An AR on the other hand has a high mag count and you can easily hit those 5 headshots (granted, having a fire rate over 10 s bad here). This is a better Quick Clip if you use an AR.

Second perk, Quick Scope increases sniper rifle rate of fire by 35%. At the low end you gain 0.21 shots per second while at the high end you gain 1.68 shots per second (not counting Vacuum). The percent is high but due to the low base, the addition shots per second gained is not much. Even on something like the Shredder, fire rate is not a stat you really need to boost.

To end this off, I see her using ARs more than Snipers simply due to ease of use and lack of direct support outside of RoF. There is the support bonus but as you probably already know, Crit Damage without Crit Chance is terrible. I do want a sniper hero but this is not it as you need more than a single perk (you wouldn't call Dragon a melee hero just because they have Legendary Blade).

My second target is usually any hero that gives HoT, Rigard, costume Melendor, Telly, Alberich not only do they give HoT but their additional effects like minions/shield or damage mean they sneak by sniper kill range, and can punish average/bad boards after getting a combo off.

My main reason for going with the hero personally is that the hero comes with a built in sound solution that is worth probably about 30-40 bucks.
