For decades, the Uganda National Examinations Board (UNEB) grading system was a familiar landscape for students and educators. However, with the introduction of the Competency-Based Curriculum (CBC) at the O-Level, a new era of assessment has emerged, and it's essential to understand its nuances. As you can see from the graphic, which is from a recent UCE results release, the focus is now on defined competence descriptors. This provides a more meaningful and practical understanding of a student's performance than a simple number.

Decoding the Achievement Levels

Let's dissect the levels presented.

• A - Exceptional: This grade, corresponding to scores from 100-80, signifies that a student "demonstrates an extraordinary level of competency by applying innovatively and creatively the acquired knowledge and skills in real-life situations." This is not just about getting answers right; it's about showcasing higher-order thinking, problem-solving, and original application.

• B - Outstanding: Students achieving this level (score range 80-60) demonstrate a "high level of competency by applying the acquired knowledge and skills in real-life situations." They have a strong command of the material and can use it effectively, but perhaps with less of the exceptional innovation seen at the 'A' level.

• C - Satisfactory: The 'C' grade (score range 60-40) indicates an "adequate level of competency by applying the acquired knowledge and skills in real-life situations." This level shows the student has met the core learning objectives and can perform the required tasks to a sufficient standard.

• D - Basic: A 'D' grade (score range 40-20) shows a student "demonstrates a minimum level of competency in applying the acquired knowledge and skills in real-life situations." This means they have a foundational grasp of the concepts but may still struggle with complex application or require support.

• E - Elementary: The 'E' grade (score range 20-0) signifies performance that "demonstrates below the basic level of competency in applying the acquired knowledge and skills in real-life situations." Students at this level will require significant intervention and support to progress.

Why this Shift Matters

This new grading structure brings several crucial benefits:

1. Clearer Learning Goals: Both teachers and students understand exactly what is required at each level. This makes the learning objectives more transparent.

2. Improved Feedback: Feedback can now be much more specific, identifying the precise skills a student needs to develop to move to the next level. Instead of "you need to improve," feedback can be "you need to focus on applying your understanding of [topic] to new situations."

3. Focus on Practical Skills: The curriculum and assessment are now aligned to measure a student's ability to use their knowledge in the real world, better preparing them for the workforce or further education.

4. Motivation and Ownership: Students have a clearer roadmap to improvement and can see that even a small amount of progress is a step toward a higher level of competence.

A New Perspective on Performance

This change requires a mental shift for everyone. The question is no longer just "What did you get?" but "What level of competence did you demonstrate?"

For parents, this means engaging with teachers and understanding what your child can do. For teachers, it means moving beyond drilling for tests and focusing on creating engaging learning experiences that foster critical thinking and practical application. For students, it's about taking ownership of their learning journey and aiming for that exceptional level of innovative competence.

As a teacher standing before classrooms in our beloved country, my daily duty extends far beyond chalkboards and lesson plans. Education is about character, integrity, and building a foundation where future generations can thrive. Yet for decades, a silent termite has been chewing through the pillars of our republic: systemic corruption in public services.

Recently, however, a fresh wave of public accountability and direct field enforcement has ignited hope across our communities.

A Standing Ovation for Leadership and Courage in Action

We must give credit where it is due. First and foremost, we applaud H.E. President Yoweri Kaguta Museveni for spearheading the national crusade against graft. By declaring zero tolerance for public theft, emphasizing grassroots accountability, and tasking executive oversight teams to crush corruption, the President has set the firm political tone required to dismantle entrenched syndicates.

Building on this presidential mandate, the tireless, high-energy interventions of Hon. Minister Balaam Barugahara and Hon. Minister Justine Nameere in exposing local government graft, unearthing payroll fraud, and publicly confronting corrupt actors on the ground deserve our firm support. Seeing leaders step out of air-conditioned offices to hold negligent officials accountable sends an unmistakable signal that impunity is no longer tolerated.

Similarly, the decisive field interventions of Madam Phionah Barungi (Senior Presidential Assistant on Special Duties) in tackling rampant land grabbing and protecting vulnerable citizens demonstrate what happens when authority is wielded on behalf of the common person.

Together, these initiatives prove that public officers can act boldly on behalf of the citizen.

While these high-visibility spot-checks and field enforcement operations bring immediate relief and uncover critical wrongdoing, a deeper, structural diagnosis reveals how deeply entrenched corruption remains—most painfully within the Education sector.

1. The Ghost Teacher & Payroll Syndicate
In many rural districts, thousands of taxpayer shillings vanish monthly to "ghost" teachers and administrative staff. Meanwhile, dedicated teachers who report to work daily face months of salary delays or illegal deductions.

2. Extortion & Illegal School Levies
While national policy guarantees Universal Primary Education (UPE) and Universal Secondary Education (USE), parents in sub-counties are routinely squeezed for unauthorized "examination fees," "building funds," or mandatory charges under various guises. This forces the poorest children out of school, directly defeating national human capital development goals.

3. Shoddy School Infrastructure & Diverted Grants
From cracked classroom walls to roofs that blow off in moderate rain, contracts for school infrastructure are too frequently awarded through backroom deals. Capitation grants meant for basic instructional materials, science equipment, and textbooks are diverted before they ever reach the school gate.
