Around the world utility companies are replacing wired analogue electricity, gas and water meters with new generation ‘Smart’ Meters at a rapid rate. The programme is already well under way in countries including North America, Canada, Australia, New Zealand and some European countries. Despite what Big Energy is trying to claim, ‘Smart’ Meters are NOT mandatory and you have the right to refuse them.
‘Smart’ Meters monitor, measure and communicate customer’s electricity, gas and water usage data to utility providers. They can operate autonomously or as part of a wireless ‘mesh’ network with neighbouring ‘Smart’ Meters and transmit information to the utility companies using biologically-unfriendly bursts of microwave radiation, 24 hours/day. Many appliances and consumer goods coming to market today feature tiny RFID chips which are capable of communicating with a ‘Smart’ Meter so that the system can log which appliances, devices and products are used, at what times and for how long.
Energy and utility companies in the UK are beginning to advertise this programme in advance of a full, nationwide roll-out in autumn 2015. A British Gas advert promoting ‘Smart’ Meters is currently being screened in the UK and is shown below. It includes a futuristic animation depicting domestic bliss with a comforting voice-over. The ad draws its audience in using terms such as ‘upgrade’, ‘transform’, ‘revolutionise’, ‘leading the way’, ‘helping our customers’, ‘enjoy the benefits’, and ‘looking after your world’. No mention is made of ‘higher bills’, ‘chronic radiation’, ‘privacy loss’, ‘home insecurity’, ‘remote disconnects’, ‘hackers’, ‘behavioural modeling & analysis’, ‘profit’ or ‘institutional shareholders’. High-budget marketing campaigns like this are designed to invoke an emotional response and create a desire which previously did not exist. But the facts about ‘Smart’ Meters are very different from the sales pitch. You need to be on your guard about this because this is the next Big Energy scam – if you allow one of these ‘Smart’ Meters into your home, you might have some trouble getting rid of it.
A wireless ‘Smart’ Meter has two radio transmitters which operate on two networks – the Wide Area Network and the Home Area Network.
The Wide Area Network (WAN) This links individual properties to each other and to the base station. If this is wireless, then it can use mobile phone networks, TETRA or other frequencies typically in the sub-1Gz level. Some frequencies have particularly long wavelengths in order to penetrate through concrete and into cellars. Whilst these technologies have been used for many years (with associated health problems for those living nearby) they have never before been rolled out en-masse directly into homes – placing individuals in extremely close proximity to the radiation source. Bear in mind that the wireless telecoms industry is one of the most profitable and lobbying-intensive on the planet today.)
The Home Area Network (HAN) This links the meter to the appliances within the property. If wireless, this can use ZigBee, Z-wave or Wi-Fi radiation systems – typically in the ~2.5 Ghz range. Whilst operating with shorter wavelengths, the wireless Home Area Network (HAN) is also able to penetrate walls, floors and ceilings. For residents in apartment blocks, or for houses built closely together, then a property may be exposed to several of their neighbour’s HAN. (If you have been led to believe that WiFi is safe, there are many studies suggesting otherwise – and even telecoms industry patents (click here)claiming it causes significant harm to human biology.)
Both systems also receive incoming wireless signals too which typically penetrate the whole house and which enable the utility companies to turn off your supply remotely . While the Home Area Network is designed to work over a distance of metres or yards, the Wide Area Network is designed to work over an area of miles.
Some wireless ‘Smart’ Meter systems use a network of nodes whereby each WAN transmitter can relay information to another, allowing a single nodal access point to communicate with the base station. This means that the property closest to the base station transmits data for the entire network. However, the system likely to be employed in the UK is that each ‘Smart’ Meter will transmit to the base station rather than using neighbouring nodes.

The UK’s PHE has not done enough research to account for (or admit to) the mechanistic pathways for exactly ‘how’ this happens – so it is obfuscated and denied. The power employed by the ‘Smart’ Meter system depends upon the system and the location of the wireless ‘Smart’ Meter and mast. Most wireless ‘Smart’ Meters are at least as powerful as a mobile phone, but sometimes they are much more powerful. If the meter is in a cellar, under the stairs or deep within the property, then it necessarily operates at higher levels than if the meter is outside and with a clear line of sight to a nearby mast. In some circumstances, ‘Smart’ Meters can expose the body to between 160 and 800 times as much microwave radiation as a mobile phone (see here). This can be 600 times the US Environmental Protection Agency (EPA) safety standard which in itself is extremely lax.
In the UK, Public ‘Health’ England has stated that no testing of UK ‘Smart’ Meters has been carried out and will only be done, incredibly, “as the technology is rolled out”. The UK’s standards on wireless radiation were voted “out of date” and “obsolete” five years ago in a European Parliamentary motion – but they are still used today much to the benefit of the industry. We have some of the most industry-friendly standards of any country and the rising trends in chronic illnesses – such as a 50% increase in brain glioma in the last 10 years – reflect this.
Over 40% of countries have non-ionising radiation standards more rigorous than ICNIRP. These standards, used in the UK, were voted “out of date” & “obsolete” by the European Parliament in 2008. They are still used because the UK’s PHE says that the effects are “inconsistent” at non-thermal levels – even though it has been forced to admit that harmful effects have been observed. This is a flawed public health policy and failure to adhere to the ‘precautionary’ approach – and stands in the face of the World Health Organisation’s classification of RF-radiation as a Class 2b possible carcinogen. The frequency with which signals are sent depends upon whether the meter is for gas, water or electricity, and other factors. Each signal may last for a few seconds or less but this will vary. The gas and water data may be sent between one and several times a week. However, the electricity usage data may be transmitted every few minutes or even seconds at peak usage times. This means that these intense pulses of microwave radiation (900Mhz) can be emitted tens of thousands – or even hundreds of thousands – of times a day. A British Gas ‘Smart’ Meter we have measured emitting 43,200 pulses per day. Consider the effect of a strobe light vs a candle on human biology. These pulses provide no respite for recovery and chronic exposure to them can lead to a variety of tangible effects (headaches, sleep problems, palpitations) as well as more serious issues such as calcium ion damage, nitric oxide depletion, melatonin disruption, endothellial cell dysfunction, oxidative stress, blood-brain-barrier leakage, DNA damage and sperm damage. In terms of personal exposure, the closer you are to the meter – the stronger the exposure. This is of particular concern if the meter is adjacent to a bed or a regularly used room where the radiation might pass through the walls/room to reach the mast directly. There is also special concern about this occurring in a nursery or child’s bedroom or that of a frail, elderly or sick person.
If a bank of ‘Smart’ Meters are installed on the outside of an apartment block then the interior of the adjacent room may have very high levels of radiation indeed.
The Home Area Network may operate continuously and most domestic appliances have built-in radio transmitters and receivers which cannot be turned off (and which if removed invalidate the warranty).
In North America and elsewhere, there have been many instances of ‘Smart’ Meters catching fire or exploding as shown in the images below. In some cases, houses have actually burned down – and yet the utility companies bear no liability for any damage or loss caused.
There have also been many cases of domestic appliances malfunctioning, smoking and catching fire since ‘Smart’ Meters were fitted. There are also possibly deadly consequences for interference with pacemakers and other sensitive and essential medical equipment.
We’re yet to find a Smart Meter advert which talks about fires caused by Smart Meters.
Although the concept of ‘Smart’ Meters is largely being sold to the public on a money saving/environmental platform, in countries where it has already been introduced these savings have not materialised. In fact, not only is the data breakdown not helpful (just showing usage per day/week/month), but in many cases utility bills have actually risen – we have had reports of bills doubling and trebling after Smart Meters have been installed.
No shareholder-owned, publicly-listed business would try to convince you to put a profit-losing technology in your home. Instead, they would lobby politicians for profit-making technology to be introduced under the cover of Government/EU decree, and then claim it’s for your benefit. That’s just business.
In Canada, a one year study by Toronto Hydro showed that following Smart Meter installation, 80% of people’s bills increased – often by more than 50%. The technology delivers the means for energy companies to charge more at times of their choosing. Those behind the multi-billion pound programme (paid for by tax and bill payers) predict savings of just £23 per household per year (and then only if you have two ‘Smart’ Meters fitted). No savings of any kind are guaranteed, however, and any that are achieved will come through appropriate changes in consumer behaviour – which would be better achieved through education and awareness.
More than 5,000 studies now show that radio frequency EMF radiation is harmful to humans, plants and animals. In particular, radio frequencies induce stress reactions and genetic problems in plants, trees, insects, animals and humans. Problems with navigation and migration have been reported in birds and bees, and bee colony collapse disorder has been reported shortly after ‘Smart’ Meter installation. And the death of trees and plants, and fertility problems and birth defects in livestock have also been reported in regions shortly after ‘Smart’ Meter installation (Council of Europe Report May 2011).

The utility companies openly admit that they will share the information collected with third parties including the government. This means that information about when you are at home or away, what appliances you use, when and for how long can all be made available. This means that there are personal security issues. Even if you trusted the utility companies and the government with this information there have been repeated and highly publicised breaches of security by various parties and the system can be easily hacked for nefarious purposes by those with criminal intent.
In countries where ‘Smart’ Meters have already been introduced, the data gathered has been sold to third parties including the police, corporate marketing departments and insurance companies. This data will be used to better target advertising.
So how about calling those ‘Smart’ Meters ‘Surveillance’ Meters, instead?
People in the UK may or may not already be aware that we are the most watched nation on earth, with more CCTV cameras than any other country in the world. We already know that all electronic communications are being monitored (emails, web traffic, telephone calls, etc) – and your ‘Smart’ Meter data (which reflects much more detail about your daily comings and goings as well as your energy usage profile) will significantly add to the amount of personal information being harvested about you. If you feel you “have nothing to hide”, consider whether you may have an obligation to protect the very right to freedom from unlawful intrusion and control which our ancestors fought and died in wars over. History shows us one thing – that history repeats.
In spite of what the utility companies may lead you believe, the fitting of ‘Smart’ Meters is not mandatory. It is not an offence to refuse a wireless ‘Smart’ Meter for health or privacy reasons.
In the future the ‘Smart’ Meter gives the utility companies the ability to set tariffs for usage at different times of the day (ie: ‘green’ or carbon taxes) so that you may be charged more at peak times for your energy. It also gives the utility companies the capability of turning off your supply remotely – possibly after exceeding some kind of quota.

NOTICE OF NON-CONSENT FOR ‘SMART’ METER INSTALLATION, NOTICE OF LIABILITY
For the attention of the Chief Executive and other Board Directors.
Be advised, that you and all other parties are hereby denied consent for installation and use of any and all ‘Smart’ Meters or any other surveillance and activity monitoring device, or devices, at my property and/or place of residence as noted herein.
Installation and use of any surveillance and activity monitoring device that sends and receives communications technology is hereby refused and prohibited. Consent is legally required for installation of any surveillance device and any device that will collect and transmit private and personal data to undisclosed and unauthorised parties for undisclosed and unauthorised purposes. Authorisation for sharing of personal and private information may only be given by the originator and subject of that information. That authorisation is hereby denied and refused with regard to the advised property and all its occupants.
‘Smart’ Meters violate many of my human rights, such as those laid out by the European Convention on Human Rights under Article 1 of the First Protocol, Article 2 (right to life), Article 3 (prohibition of torture/degrading treatment), Article 5 (right to liberty and security), Article 8 (right to respect for private and family life) and Article 12 – (right to marry and to found a family).
‘Smart’ Meters cause endangerment to residents through many factors and my reasons for denying consent for installation include:
1. Wireless ‘Smart’ Meters, when activated, emit intense, pulsed bursts of non-ionising, RF microwave radiation. More than 5,000 studies have shown that non-ionising microwave radiation/RF EMF is harmful to humans, animals and plants.
2. On 31st May 2011, the World Health Organisation’s International Agency for Research on Cancer (IARC) categorised RF EMFs as a possible CARCINOGEN (Class 2b) – the same as lead, DDT, chloroform & methylmercury.
3. On 6th May 2011, the Council of Europe issued a report titled “Potential dangers of EMFs and their effect on the environment” in which they called for an IMMEDIATE reduction in exposure to EMFs by children. The Council advocates a precautionary principle be applied to wireless emissions to prevent public health disaster akin to “tobacco, leaded petrol and asbestos”. ‘Smart’ Meters will increase – not decrease – the EMF exposure to members of a household and their neighbours.
4. As demonstrated by Daniel Hirsch, Senior Nuclear Policy Lecturer at UCSC, ‘Smart’ Meters can expose the body to 160x to 800x times as much microwave radiation as mobile phones. ‘Smart’ Meters can emit intense pulses of radiation in excess of 190,000 times every day.
5. Human, animal and cell culture studies indicate long-term systemic health effects from RF microwave radiation, including hormone disruption, DNA damage, leakage of blood-brain- barrier, sperm count reduction & damage, sleep disorders, learning difficulties, attention deficit & hyperactivity disorders, dementia and cancer including leukemia and brain glioma (tumours). There is concern that pregnant women & children are particularly vulnerable.
6. The ICNIRP safety standards which the UK Government and HPA continue to use fail to recognise the non-thermal, biological effects of microwave radiation. These standards were voted obsolete by the European Parliament, 522 to 16 votes – yet still remain in use in the UK.
7. As highlighted by Dr. David Carpenter (Director of the Institute of Health and Environment – University of Albany – and former head of the New York Department of Public Health), there is evidence that exposure to RF radiation increases the risk of cancer, increases damage to the nervous system, causes electro-sensitivity, has adverse reproductive effects and a variety of other effects on different organ systems. He has stated on record that there is “no justification for the statement that ‘Smart’ Meters have no adverse health effects”.
8. European surveys have shown at least 1 in 20 people are moderately or severely sensitive to RF EMF radiation, experiencing a broad range of debilitating symptoms. The number of sufferers is rising rapidly. This is problematic and in some cases life-changing for sufferers, and will place further pressure on the National Health Service as well as impacting business productivity.
9. In January 2011, the American Association of Environmental Medicine (AAEM) has called for the complete removal of ‘Smart’ Meters and a return to safe analogue due to scientific and medical studies repeatedly showing health risks from exposure to microwaves emitted from wireless devices.
10. In March 2012, Dr Andrew Goldsworthy’s research warned that Water ‘Smart’ Meters, via their strong RF microwave emissions, can severely reduce water quality, leading to increased toxicity of poisons present in the body. This is particularly concerning for areas like London where there are still lead pipes in use – electromagnetically-conditioned water flow can strip lead from pipes, leading to an increase in toxin intake into the body and the food-chain.
11. ‘Smart’ Meters monitor household activity and occupancy in violation of my rights to privacy and domestic security.
12. ‘Smart” Meters identify individual electrical devices inside the home and record when they are operated causing invasion of privacy.
13. They transmit wireless signals which may be intercepted by unauthorized and unknown parties. Those signals can be used to monitor behavior and occupancy and they can be used by criminals to aid criminal activity against the occupants.
14. Data about occupant’s daily habits and activities are collected, recorded and stored in permanent databases which are accessed by parties not authorized or invited to know and share that private data by those whose activities were recorded.
15. Those with access to the ‘Smart’ Meter databases can review a permanent history of household activities complete with calendar and time-of-day metrics to gain a highly invasive and detailed view of the lives of the occupants.
16. Those databases may be shared with, or fall into the hands of criminals, blackmailers, corrupt law enforcement, private hackers of wireless transmissions, power company employees, and other unidentified parties who may act against the interests of the occupants under metered surveillance.
17. It may be possible with analysis of certain ‘Smart’ Meter data for unauthorized and distant parties to determine medical conditions, sexual activities, and physical locations of persons within the home, vacancy patterns and personal information and habits of the occupants.
18. Energy/utility companies and Government agencies do not have the lawful right to monitor, manage and control my utility usage. Profiling and monitoring of my energy and utility usage is a gross invasion of privacy and will be susceptible to misuse in the wrong hands.
19. A one year study in Toronto, Canada, showed the energy/utility bills have gone up in 80% of cases, many by more than 50%.
20. The UK Government has said ‘Smart’ Meters will cost more than £11billion for estimated savings of just £25 per home/year – and that saving will only possible if customers have at least two ‘Smart’ Meters and succeed in changing their own behaviour to create the savings. Not only will there be a need for this £11billion to be clawed back, in part, through my energy/utility bills, but many new ‘Smart’ Meters only have a 10 year lifespan before requiring replacement – which is a shorter lifespan than current analogue meters. They will potentially require more regular servicing too.
21. Wireless transmissions of my personal energy usage, with information about the devices I use, when I use them and what I am doing with them at any given moment, will be available to your organisation and any potential hackers.
22. Smart meters can be hacked, have been hacked and will continue to be hacked. By deploying millions of ‘Smart’ Meters with the same software, firmware and hardware, they become a highly-concentrated, strategic target for any malicious hackers and will endanger the community if an attacker, for example, can switch the power on and off from remote en masse. This makes ‘Smart’ Meters dangerous and a liability to the bill-payers who would have to ultimately pay for any damage through higher bills. The FBI has warned that ‘Smart’ Meters hacking real and is “likely to spread”.
23. Ethical hackers in Germany have shown how easy it is to unlawfully access data from ‘Smart’ Meters and to remotely control them. This is a risk to me, my family and our entire energy grid. Former CIA Director James Woolsey has called ‘Smart’ Grid a “really, really stupid idea”.
24. In a wireless ‘Smart’ Grid, my entire home will become a node on the Internet. This means my home and device usage will suddenly become available to hackers, who can use the data to analyse when certain people are at home, e.g. young children.
25. In the US, this data has been sold by energy companies to 3rd parties, e.g. police, corporate marketing departments and insurance companies. ‘Smart’ Meters represent pieces of invasive surveillance equipment within my home. I may have nothing to hide but I believe that I have the right to defend my privacy and my right to decide how I use my utilities which you provide to me as a service.
26. Smart’ Meters will make it far easier to disconnect customers remotely – a particular concern in light of the hacking threats, especially to ‘Smart’ Water Meters.
27. In North America, ‘Smart’ Meters have been shown to explode, cause fires, and can interfere with sensitive electrical devices such as heart pacemakers.
28. Smart meters are not protected from EMP attacks, large EMP or localized EMP (Electro Magnetic Pulses).
29. Disabling the receiver will not prevent other forms of “hacks”. For example, a malicious attacker could confuse the internal CPU, reset it, change random memory locations, change the KWH reading, force a power disconnect, or completely disable a ‘Smart’ Meter with a simple coil of wire and a small battery. This can’t happen with a mechanical meter. It is well known that a wide EMP can take out car computers; ‘Smart’ Meters will make that possible on the city wide electric infrastructure.
30. A thief or burglar could use the same EMP or hacking methods to turn off the house power even if the electrical switch box is locked.
31. Scientists have widely refuted claims that ‘Smart’ Meters are ‘green’. There is a significant (and growing) body of work showing ‘Smart’ Meters actually harm nature and our environment.
32. ‘Smart’ Meters, in tandem with In-Home-Display units, are likely to consume far more energy than the old analogue meters do.
33. The Council of Europe’s May 2011 report on RF microwave radiation indicated that hundreds of studies have identified significant impacts of sustained RF microwave radiation on our natural environment, including: stress reactions and genetic problems in plants, trees, animals and insects, problems in migratory animals like birds and bees, birth defects in calves and fertility problems in herds.
34. Tree deaths, plant die-offs and bee colony collapse disorder cases have also been reported shortly after Smart Meter installation/activation in the United States.
I am exercising my lawful right to forbid, refuse and deny consent for the installation and use of any monitoring, eavesdropping, and surveillance devices on my property, my place of residence and my place of occupancy. That applies to and includes ‘Smart’ Meters and surveillance and activity monitoring devices of any and all kinds. Any attempt to install any such device directed at me, other occupants, my property or residence will constitute trespass, stalking, wiretapping and unlawful surveillance and endangerment of health and safety, all prohibited and punishable by law through criminal and civil complaints.
All persons, government agencies and private organizations responsible for installing or operating monitoring devices directed at or recording my activities, which I have not specifically authorized in writing, will be fully liable for any violations, intrusions, harm or negative consequences caused or made possible by those devices.
This is legal notice. After this delivery the liabilities listed above may not be denied or avoided by parties named and implied in this notice. Civil Servant immunities and protections do not apply to the installation of ‘Smart’ Meters due to the criminal violations they represent.
I reserve the right to amend this notice and complaint at any time, this is not a complete list of concerns since this technology is new and new information is being found every day. Concerns listed here are not in any particular order.
