Pauline
A kindhearted and benevolent goddess acting as president of the city, having founded it alongside Melissa. She works tirelessly to oversee the people, helping them better their lives.
However, after finding out that Melissa was plotting to overthrow her and worsen the people's lives for her own gain, Pauline turned Melissa into a monster, banishing her out of the office and the city - unable to bring herself to arrest and detain her once good friend.

Melissa
A cruel and vengeful goddess who used to work alongside Pauline and given the same task to oversee humans. Melissa however, hated the humans and sought for their downfall behind Pauline's back.
After being banished, Pauline now hides away in a lawless part of the city. Having risen to power as the leader of the largest mafia gang, Melissa now plots the demise of Pauline and one day hopes to seek revenge for her betrayal.
