Jay Diwa, facilitated mediation at Basa Air Base to address the dispute between Bodega High School (formerly Pasay City North High School) and the Philippine State College of Aeronautics (PHILSCA).
For decades, Pasay City North High School had operated inside Basa Air Base. This school year, it transferred to its new site in Bodega, Floridablanca. However, the move left behind unresolved issues—on June 9, 2025, PHILSCA locked the old site and repainted it, cutting off access while the transfer of school properties was still underway.
This development worsened classroom congestion at Basa Air Base National High School, now accommodating most of the former learners. The school has resorted to triple-shift classes, significantly reducing learning time.

In a step toward strengthening school property rights, the newly appointed Technical Assistants from the Sites Titling Office in Pampanga visited the Schools Division Office (SDO) of Angeles City on August 7, 2025.
The visit aimed to validate land ownership documents and provide technical support on issues related to site titling. The team was warmly received by key officials of the Division, including Atty. Paul Nikon Alcayro from the Legal Unit, Engr. Norma Cabigting from the Education Facilities Unit, and Schools Division Superintendent Engr. Edgard C. Domingo.
During the meeting, Engr. Norma Cabigting provided an overview of the current land status of various schools within the division, highlighting institutions facing ownership challenges and ongoing legal disputes. In response, the Technical Assistants expressed their commitment to assist the Division Office in securing land titles and resolving property-related concerns.
Their involvement is expected to help streamline documentation and ensure that all public-school sites are properly titled under the Department of Education. This collaborative effort marks a significant step toward safeguarding educational facilities for future generations.
The Education Facilities and Legal Unit warmly welcomed the Sites Titling Team of Pampanga. Engr. Jerel Laquindanum from EFU assisted the team in validating school documents, together with Atty. Josephine Cera from the Legal Unit.
The discussion centered on the transfer of land titles, as most schools in San Fernando are owned by the City LGU. The team was also introduced to the Schools Division Superintendent of San Fernando, Dr. Shirley B. Zipagan.
The visit took place on August 6, 2025.
To strengthen coordination with the Division Office of Mabalacat regarding sites titling concerns, the team visited the Schools Division of Mabalacat to conduct a courtesy call and formally meet the staff of the Education Facilities Unit, during which some concerns were raised.
Among the issues discussed were disputes over school land titles, problems with the Deed of Donation, schools with no official ownership documents, and issues with land measurements.
The visit, conducted on July 17, 2025, was made possible with the assistance of Engr. Kevin Ocampo of the Education Facilities Unit, who also looks forward to achieving better outcomes from this activity.
The Sites Titling team conducted an ocular inspection at Sta. Rita Elementary School in the municipality of Minalin, Pampanga, on July 17, 2025, regarding the school’s land ownership. The TAs communicated with the alumni and teachers of Sta. Rita ES to verify and validate the school’s ownership documents.
In coordination with PSDS Edna Severo, who also joined the team, discussions were held on the school’s history and background.
It was confirmed that the land where the school is located is owned by the LGU of Minalin, while the Evacuation Center is situated on land owned by DepEd.
To continuously promote the mission of the agency to have a conducive learning environment for the learners, The DepEd Central Office assigned a Technical Assistant IV and 4 Technical Assistant II to SDO Pampanga. The TA IV will be the lead focal in the province in regards with the titling issues, coordinate with the School Head, and will conduct ocular inspections and validations of school sites in the province.
Meanwhile, the 4 TA II’s will be providing assistance to the lead focal in terms of sites and titling concern. Their main responsibility will manage/organize the ownership of DepEd database school sites, evaluates the submitted documents from the school and coordinates with other agencies related in titling requirement.
The Newly-hired Personnels were introduced during the flag raising ceremony last June 09, 2025 by Atty. Arnold Obillos, Head of Legal Unit.
