The Interim Acting President of SISCAD, His Excellency the Reverend Commissioner Chase Neil, is a former English teacher and currently an online English tutor and life coach by profession, specializing in Touch Therapy Life Coaching. When he is not working, he mostly spends his time with his family or communing with and basking in nature. At other times, he can be found volunteering as a cadet officer of the Jamaica Combined Cadet Force (JCCF) and Ranger Cadet Combined Corps (RCC) or as a volunteer Minister of Religion for the Temple of the Tao of Christ.
His Excellency Interim Acting President Neil is actively involved in seeking to improve the social conditions of Jamaica and the condition of Africans/Blacks on the African continent and in the African diaspora. Through his service towards youth via the RCC and JCCF, and his political reform involvement in the United Independent's Congress of Jamaica (UIC), His Excellency seeks to better Jamaica, while his status as an active citizen-member of SOAD (the State of the African Diaspora) serves to further the cause and progress of the African peoples worldwide. As he continued to serve, it had become apparent to him, however, that the Caribbean region was in need of special attention and that concentrating efforts only in his native Jamaica and the wider African diaspora left the Caribbean insufficiently tended. Seeing CARICOM as currently inadequate to lift the people of the region out of stagnation, corruption and system-oppression from neocolonialism, Interim Acting President Neil founded SISCAD inspired by the literary works of his former student, Bentley Walker, the President of UIC Jamaica, Joseph L Patterson, the formation of SOAD by SOAD Prime Minister, Dr. Louis-Georges Tin, and the failed former West Indies Federation of 1958 - 1962. He aims to create a state and government truly of the people to override the selfish ambitions of political actors ingrained in the abusive colonial systems and bring about true liberation and progress for the Caribbean peoples in the region and all over the world.
His Excellency Chase Neil is happily married to Community Health Aide, Christine Salmon-Neil, and is adoptive father to Adelina, adopted from a previous relationship. Apart from seeing true unity of the Caribbean region achieved, his dream is to own a PAL-V Liberty flying car and a AeroMobil flying car.
