Between June and August 2026, the Faculty of Economics and Business Administration (FEBA) at Sofia University "St. Kliment Ohridski" hosted SINTACT secondees: Professor Shaofeng Liu (University of Plymouth), PhD candidate Sakunika Rathnayake (University of Colombo) and Dr. Tong Thi Minh Phuong (Vietnam National University, Hanoi).
Arriving at different points over the summer and from distinct research traditions, the three visitors shared a common interest in how transition processes affect the communities that live through them.
The host team designed a programme that deliberately cut across sectors. Meetings brought the visiting researchers into contact with university academics, non-governmental organisations, representatives of the Ministry of Energy, and companies working in the green transition. Each setting approached the same subject matter from a different professional vantage point.
Discussions covered the social dimensions of decarbonisation, energy poverty, the role of local communities, social innovation as a practical instrument, and the conditions for effective cooperation between research, public institutions, business and civil society.
Comparison ran through the entire programme. Questions that appear settled in one national context proved open in another, and the exchange between British, Sri Lankan, Vietnamese and Bulgarian perspectives gave each participant a sharper view of their own assumptions. This is the core rationale for transnational secondments: not the transfer of a single model, but the testing of ideas against unfamiliar conditions.
Weeks spent working in the same institution, conversations that continued past the agenda, and immersion in a different academic culture do work that remote collaboration cannot replicate. The visits created space for open dialogue across professional and cultural perspectives, and it is this that turns mobility into a process of joint learning rather than simply a visit.
The secondments laid the groundwork for joint research, future training activities and continued collaboration between the partner institutions. Staff exchanges under SINTACT continue over the coming project years.
The working discussions and meetings with different stakeholders confirmed that the green transition can only be sustainable if it is fair, inclusive and built with the participation of the people and communities it affects.

As part of her secondment under SINTACT, Dr. Tong Thi Minh Phuong of the University of Economics and Business, Vietnam National University - Hanoi, presented a research seminar to PhD students and postdoctoral researchers at the Faculty of Economics and Business Administration.
Her analysis, entitled "Economic Development, Renewable Energy, and CO₂ Emissions: A PMG-ARDL and Panel Threshold Analysis of ASEAN-6 and Balkan Countries", examines how economic growth and the expansion of renewable energy relate to carbon emissions across two regions at different stages of transition.
The comparative design speaks directly to the character of SINTACT, which brings together partners from Europe and Asia precisely in order to test whether transition patterns observed in one region hold in another.
The discussion that followed produced a number of recommendations for developing and extending the analysis, so that its findings feed more closely into the tasks of the project. Participants raised questions about the choice of indicators and the interpretation of the threshold effects, and the exchange will inform the next stage of the work.
The first Kick-off meeting of the SINTACT project – Social Innovation Methods and Tools for Communities Affected by Transition(s) – took place on 23 September 2025, coordinated by Sofia University “St. Kliment Ohridski”, Faculty of Economics and Business Administration.
The meeting gathered representatives of partner organisations - universities and research centres from Europe, Asia and Africa, united by the shared goal of developing innovative tools for social transformation and a fair green transition. The event was also attended by the project officer from the European Commission, Mrs. Desislava Kolarova.
During the event, participants discussed the main work packages, management structure, and initial project activities, including the planning of staff mobilities and the launch of research tasks within the project framework.
All partners reaffirmed their commitment to active collaboration and knowledge exchange under the Horizon Europe - Marie Skłodowska-Curie Actions (MSCA Staff Exchanges) programme.
A business perspective in the SINTACT secondment programme, 9 July 2026
On 9 July 2026, Professor Shaofeng Liu (University of Plymouth) and PhD candidate Sakunika Rathnayake (University of Colombo) met the team of Global Metrics Ltd. in Sofia.
The meeting was part of a programme that brought the visiting researchers into contact with companies, public institutions, non-governmental organisations and academics working on the green transition. The discussion centred on social innovation as a practical instrument and on the conditions under which research, business and civil society can work together effectively.
Meetings with companies allow SINTACT to test its research questions against practice and to see how the social effects of the transition look from the business side.

Working meeting at the Ministry of Energy of the Republic of Bulgaria, 17 July 2026
On 17 July 2026, a delegation of the SINTACT project was received at the Ministry of Energy of the Republic of Bulgaria by Deputy Minister Dr Lyubomira Gancheva.
The delegation comprised the three researchers seconded to Sofia University under the project - Professor Shaofeng Liu (University of Plymouth, United Kingdom), PhD candidate Sakunika Rathnayake (University of Colombo, Sri Lanka) and Dr Tong Thi Minh Phuong (University of Economics and Business, Vietnam National University, Hanoi) - together with Professor Albena Vutsova and Dr Olga Ignatova of the Faculty of Economics and Business Administration of Sofia University "St. Kliment Ohridski".
The purpose of the meeting was to present SINTACT to the Ministry and to open a working dialogue between the project team and the institution responsible for national energy policy. The team outlined the project's objectives and its research on the risks that the green transition creates for vulnerable groups, including young people, older people and single parents, as well as on the social innovation tools that can reduce these risks.
The discussion addressed the policy dimension of the transition, in particular the national framework for the energy transition and the social safeguards built into it; the social consequences of the transition in regions dependent on coal and energy-intensive industry; the role of research evidence in the design and assessment of energy policy; and international experience from the United Kingdom, Sri Lanka and Vietnam that is relevant to Bulgarian policy.
Dialogue with public institutions is central to SINTACT. Decisions on the energy transition are taken at national level, while their social effects are felt by households and local communities. Engaging policymakers during the research, rather than after it, allows the project's findings to be tested against the priorities and constraints of national policy.

On 31 July 2026, Dr Tong Thi Minh Phuong (University of Economics and Business, Vietnam National University, Hanoi) led a SINTACT workshop for doctoral and postdoctoral researchers at the Faculty of Economics and Business Administration of Sofia University "St. Kliment Ohridski".
Her presentation, “Economic Development, Renewable Energy, and CO₂ Emissions: A PMG-ARDL and Panel Threshold Analysis of ASEAN-6 and Balkan Countries”, examined how economic growth and the use of renewable energy relate to carbon emissions in two regions at different stages of their energy transition.
The analysis combines two panel econometric approaches. The Pooled Mean Group ARDL estimator separates the long-run relationship between growth, renewable energy and emissions, which is assumed to be common across countries, from short-run dynamics that are allowed to differ from one country to another. Panel threshold analysis then tests whether this relationship changes once a threshold variable, such as the level of income, passes a critical value. Together, the two methods make it possible to ask not only whether renewable energy reduces emissions, but under which conditions it does so.
Setting Southeast Asian and Balkan economies side by side reflects the approach that runs through SINTACT: testing ideas about the transition across very different national contexts rather than within a single one.
The discussion that followed produced concrete recommendations for extending the analysis in line with the project's tasks, and opened a comparison between the two regions that continues in the joint work of the Sofia and Hanoi teams.
Workshops of this kind bring the research of seconded staff directly into doctoral training at the host institution, which is one of the aims of the SINTACT staff exchanges.
