I am the 2026-2027 Glenn Campbell and Rita Ricardo-Campbell National Fellow at the Hoover Institution, so you can currently find me in Stanford.
I am an applied economist using original and administrative data and rigorous empirical methods to answer policy-relevant questions. My research seeks to improve policymaking by explaining how institutional design, political incentives, and organizational structures shape government decisions and public-sector performance. I study governments as complex organizations and examine both the forces that lead policymakers to adopt particular policies and the effects of those choices on individuals, firms, and communities.
