Lincoln Heights Jail is a large, multi-floored building filled with vacant rooms and hallways, that already has most of the infrastructure installed necessary to become a homeless shelter. It already has a complete plumbing and sewage system, and an industrial sized kitchen used to provide meals for many at a time.
