Dr. Ping-Hsuan (Shawn) Hsieh is an Assistant Professor at the School of Pharmacy, College of Pharmacy, National Defense Medical University (NDMU), Taiwan. He received his PhD in Health Economics from the Health Economics and Health Technology Assessment (HEHTA) research group at the University of Glasgow in 2022 and maintains close academic links with Scotland.

He leads a multidisciplinary research team whose work centers on the economic evaluation of AI-enabled medical technologies, with particular interests in AI-ECG screening and reimbursement frameworks for Software as a Medical Device (SaMD). He currently leads several projects funded by the National Science and Technology Council, the Medical Affairs Bureau, and military hospitals, and contributes to Ministry of Economic Affairs programs supporting the market access of innovative medical products. He also serves as Co-Lead of the Deliberative Team in the DIGI-HTA Asia Working Group, contributing to regional efforts to harmonize digital health assessment frameworks.

In 2026 he was elected Standing Director of the Taiwan Health Outcomes and Technology Evaluation Alliance (HOTTEA), represents NDMU in the International Consortium for Digital and AI Health Technology Assessment launched at Mahidol University with partners from Thailand, the UK, and Taiwan, and began a visiting scholar term at the Saw Swee Hock School of Public Health, National University of Singapore.

A pharmacist by training with substantial clinical experience at Tri-Service General Hospital, NDMU's affiliated hospital, Dr. Hsieh specializes in the use of real-world evidence and cost-effectiveness analysis to address complex healthcare challenges, including cardiovascular disease, oncology, and chronic inflammatory conditions.
