Spring Negotiations - Bargaining Intent Letter

Dear Ms. Iatridis, Ms. Williams, and Mr. Mari,
The Shasta College Faculty Association (SCFA) is writing to identify our interests related to re-openers as a starting point for bargaining for potential contract revisions effective in the 2025-2026 academic year. We believe that the labor agreement should be clear and unambiguous in order to ensure equitable application of the provisions of the agreement.
We believe the Interest-Based Bargaining (IBB) approach is an effective approach to bargaining since it is intended to produce results that both the SCFA and District can support. To the extent possible, we would like to continue this interest-based philosophy. .
For the 2024-2025 negotiation cycle, the SCFA proposes that we start our discussions around the District’s openers, and then address the FA’s openers, which are more complex articles, in the following order:
1. Article 16.0 – Part-Time Reemployment Preference & Notice of Assignment
The SCFA's interests in this area include:
● Clarifying the language around Part-Time Reemployment Preference to ensure consistent application.
● Providing clarity and transparency regarding the Notice of Assignment process for part-time faculty.
2. Article 2.0 – Hours of Employment
The SCFA's interests in this area include:
● Collaboratively clarifying language related to part time non-instructional hours of employment, including, but not limited to office hours.
3. Article 4.0 – Workload
To support effectiveness and work-life balance, the SCFA's interests in this area include:
● Addressing faculty workload concerns stemming from increased state mandates and college initiatives.l , such as DE, WEE, and CBE
● Clarifying flex requirements/eligibility for full semester and short-term courses, and addressing the best way to track, report, and compensate Flex and PD hours.
● Adding language related to overload assignments to ensure clarity and fairness in the assignment process.
4. Article 7.0 – Wages and Benefits
As noted in our Intent to Bargain, during the 2023-2024 negotiations cycle, both parties agreed to increase the 2025-2026 full and part-time salary schedules by state-funded COLA, plus one percent (1%).
With regard to Article 7, the SCFA intends to focus on:
● Stipends/Reassigned Time (Ancillary Services Assignments), including how members can access such assignments and clearly understand their compensationensuring transparency and equitable access to these opportunities.
● Part-time Office Hour Rates. We aim to ensure our part-time faculty are supported and compensated appropriately for their time spent supporting students.
We invite the District to add to this list of interests and look forward to collaborating with the District’s team during this negotiation process.

Subject: Important Update: Tentative Agreement Passed by Membership Vote - August 2024
Dear Colleagues and Union Members,
I am writing to follow up on the recent communication regarding the Tentative Agreement (TA) between the Faculty Association and the District. We want to express our sincere gratitude for your active participation in the voting process and the comments and feedback we received. Your engagement and dedication to our union's future are truly appreciated.
We are pleased to announce that the Tentative Agreement has been passed by a majority vote of our membership: 93 yes, 3 no. The TA includes important changes to several articles of our contract, including:
1. Article 7.0 - Wages and Benefits
2. Article 3.0 - Association and Member Rights
3. Article 5.0 - Evaluation Policy
4. Article 6.0 - Leaves
5. Article 10.0 - Grievances
These changes represent substantial improvements in healthcare benefits, upcoming wage increases to the salary schedule, and various other areas that will positively impact our working conditions and rights as faculty members, such as increased compensation for union work.
The TA will now be presented to the Board for ratification. On behalf of the union leadership, I want to thank each and every one of you for your patience, support, and commitment throughout this negotiation process.
