I. PREAMBLE & LEGAL STANDING

This Charter serves as a formal declaration of existence and a peaceful alternative to the ongoing Civil Rights violations against Afrodescendant, Black, and Oppressed Peoples. We assert our sovereignty through a dual-legal framework:

A. United States Constitutional Protections

We invoke the following protections as the domestic legal basis for our assembly:

Amendment I: The absolute right to religious freedom and peaceful assembly under a Theocratic mandate.
Amendment IX: Affirming that rights not specifically listed in the Constitution are still retained by the People—specifically the right to ancestral identity.
Amendment X: Confirming that powers not delegated to the federal government are reserved to the People.
Amendment XI: Providing the framework for jurisdictional immunity and the dignity of sovereign entities.

B. International Law & Self-Determination

We align our government with the global standards of human dignity:

The Right to Self-Determination: As defined by International Law for all colonized or oppressed nations.
The Declaration of Human Rights: Ensuring the right to a nationality and protection from state-wide systemic harm.
Declaration of Rights of the Negro Peoples of the World (1920): Enshrining the works of Marcus Mosiah Garvey, asserting that Black people are entitled to their own laws, flags, and leadership.
