Sei Kato has been a group manager of Toyota Motor Corporation since 2018. He gained his B.Eng., and M. Eng. Degrees from the University of Tokyo, Tokyo, Japan, in 1997, 1999, and subsequently he received his Ph.D. in Mathematical Science from the University of Tokyo in 2002 on statistical properties of fluid turbulence.
In 2002, he became a research scientist at IBM Research – Tokyo, where he was engaged in research on the extreme value analysis and multi-agent systems.
In 2012, he has moved to the Business Consulting Division of IBM, and lead consulting projects in the area of business creation, data analytics, and marketing strategy planning.
In 2018, he has moved to Toyota Motor Corporation to lead the development of connected services based on machine learning technologies.

Sei Kato joined IBM Tokyo Research Laboratory as a researcher in 2002, where he participated in the Autonomic Computing and Dependable Computing projects.Since 2007, he has been leading a project on simulation of traffic flow in large cities, and has been involved in IBM Japan's Smarter City Initiative in collaboration with IBM Japan's Future Value Creation Division. In June 2008, he published a press release on the results of his joint research with the Department of Social Informatics, Graduate School of Informatics, Kyoto University, entitled “IBM Research and Kyoto University Create First of a Kind System to Simulate Urban Transportation.
In 2012, he moved to IBM Japan Business Consulting Services as a strategic consultant. He has played a leadership role in consulting services to drive client transformation through support services such as automobile sales volume demand forecasting (quality forecasting), new business development, R&D strategy planning, and marketing strategy planning.
In October 2014, he joined Toyota IT Development Center, where he is in charge of research and planning functions for Toyota Motor Corporation; from April 2018, he has been appointed as Group Manager of Advanced Development Group in Toyota Motor Corporation's Connected Area, and from January 2021, as Group Manager of System Software Development Group, where he is in charge of promoting SDV-based He has been promoting initiatives to enhance the value of vehicles through SDV.
Outside of IBM and Toyota Motor Corporation, he has been a board member of the Simulation Society of Japan since 2010, the chairman of its Strategy Review Committee since 2011, and a steering committee member and cooperative committee member of Mathematical Modeling and Problem Solving of the Information Processing Society of Japan (IPSJ) since 2003. On the academic side, he has lectured at the University of Tokyo, the University of Aizu, and other universities. Born in Kanagawa Prefecture.
